IPFTs present movement is the by-product of CPI-M Govt's failure to develop ADC,indigenous people : Why Manik Sarkar silent on CPI-M’s Communal Memorandum baring facts on All Party Meet held on 26th February 1992

AGARTALA, July 20 (TIWN): Traditionally CPI-M has been trying to label IPFT and other indigenous outfits as anti-Bengali and always been successful in gaining the confidence of Bengalees and ultimately turning their faith into votes . But the fact is that CPI-M itself has led the foundation of anti-Bengalee sentiment among the tribals and that began with Dasharath Debbarma led Bangal Kheda Movement and this anti-Bengali politics of CPI-M still continues . In fact the current Chief Minister Manik Sarkar led the very foundation of 'demand for separate state ' in the name of Inner Line Permit demand . Even before the 1993 Assembly Poll CPI-M party promised to introduce Inner Line Permit but after coming to power the party did not act in this direction. Manik Sarkar , who was the CPI-M state Secretary in the year 1992 , was the pioneer of CPI-M's divide and rule policy . Tripurainfoway.com recently exposed CPI-Ms Anti-Bengali feeling with documentary evidences . The documents are nothing but the written memorandum submitted by CPI-M and signed by Manik Sarkar on 26th February 1992 during a All Party Meeting called by the then Chief Minister Samir Ranjan Barman .

Apart from the five years' term from 1988-1993 CPI-M has been ruling the state with unchallenged supremacy . 

During these years crores of fund were sanctioned by the centre for the development of the indigenous people living in the hilly areas of the state . Since 1998 Manik Sarkar has been the Chief Minister and he often claims that the kings of Tripura did nothing for the people of Tripura .

But even after ruling the state for o many years Manik Sarkar's govt is a utter failure in providing basic amenities to the indigenous people. Here are some questions that need to be answered by the Chief Minister and ruling party Secretary Bijan Dhar :-

  1. Why are the indigenous people unable to get purified drinking water ?
  2. Why are the indigenous people not getting modern health care services ?
  3. Why should indigenous people die of Malaria every ?
  4. Why should the tribal women have to bring water of streams or river with pitchers on their heads from long distance only for drinking purpose?
  5. Why has the state govt on its own failed to provide modern education with adequate number of English Medium schools located in tribal areas ?
  6. Why is the tribal area under TTAADC not fully covered with electricity ?

Now in order to cover its failure state govt and ruling party are labelling the indigenous youths as anti-Bengalee. But history says that it is the CPI-M party and its shrewd policy that actually started the fire of anti-Bengalee sentiment among the tribals .

Here is a close look of some of the demands raised by the CPI-M party during the All Party meeting held on 26th February 1992 and this written  memorandum was signed by the current Chief Minister Manik Sarkar , who happened to be the CPI-M state secretary in 1992.

Key points of CPI-M memorandum submitted in 1992:-

In page 4 it is clearly writren ,

" In such an inflammable situation , if the Coalition Govt led by Sri Samir Ranjan Barman and the Congress(I) state leadership are aincere to protect the 'Tribal Identity' , they must openly declare first that :-

  1. Imposition of TADA and induction of Assam Rifles must be withdrawn
  2. Inner Line Permit must be introduced to maintain majority of the tribals inside TTAADC
  3. Bangladeshi foreigners inside the state must be identified and they must be kept in camp
  4. In the same page of the said memorandum CPI-M party expressed its view that

 

      Those who entered Tripura after 25th March , 1971 , according to Indira-Mujib pact , must be treated as 'foreigners' . After identifying the Bangladeshi foreigners , they must be kept in detention camp and pushed back as early as possible  .

Thus, it is clear that CPI-M party itself instigated the anti-Bengalee hatred among the tribals for its heinous political motive . Even former Chief Minister Dasharath Deb in the year 1992 categorically said ," The TTAADC area must be protected as tribal homeland . By allowing of intruding more number of non-tribal people in tribal areas the indigenous people should not be allowed to be reduced to minorities . " In Bengali it says ," ত্রিপুরা উপজাতি এলাকা স্বশাসিত জিলা পরিষদকে ট্রাইবেল হোমল্যান্ড হিসাবে রক্ষা করতে হবে ৷ স্বশাসিত জিলা পরিষদ ভূখন্ডে অতিরিক্ত সংখ্যায় অনুপজাতিদের অনুপ্রবেশ করতে দিয়ে পুনরায় উপজাতিদের সংখ্যালঘুতে পরিণত করতে দেওয়া যায়না ৷"( Source : ত্রিপুরা গণ আন্দোলনের ছয় দশক পুস্তক )৷

Again the people of the state are suffering due to the indefinite blockade of IPFT and the reason for this suffering too to some extent goes to CPI-M led govt. IPFT started this blockade taking prior permission from the administration . And thus, it can be said that the state govt wanted this deadlock to be created by IPFT so that CPI-M can gain from it putting the blame upon BJP of instigating IPFT youths.

 Chief Minister Manik Sarkar remained absolutely mute over the whole issue. Only after Sunil Deodhar warned to gherao CM's residence , Manik Sarkar came before the press urging IPFT to withdraw the blockade and that too with a purpose to eye wash the poople of the state .

Over all IPFTs current movement is the by product CPI-M's shrewd political plan and state govt's, led by CPI-M party, failure in the development of indigenous people .
