AGARTALA, Oct 9 (TIWN): State’s home secretary , Yatendra Kumar has been appointed as Chief Vigilance Officer ( CVO) in Airport Authority of India.Kumar, a 1996-batch IAS officer, will have a tenure of three years from assuming charge of the post, said an order issued by the Appointments Committee of Cabinet (ACC) on Wednesday.
In the current bureaucratic set-up Kumar emerged one of the most efficient and honest IAS officers shaping and deciding government policies and programmes.His deputation to Centre come as a jolt to the current state government as he is told to one of the most trusted bureaucrats of chief minister Manik Sarkar.
Tripura Government is finding it extremely difficult to get the Indian Administrative Service (IAS) officers rolled back from the central deputation, as attempted by it in the past few months. Highly placed sources disclosed to TIWN that repatriation initiative of the state government may not be successful for varied reasons. “Though the negotiations continue between the Centre and state government on the issue, in some cases, the departments, where the IAS officers from MT cadre are working on deputation, are expressing unwillingness to relieve them for different reasons,” they said.
The state government had written to the Government of India that it is facing shortage of IAS officers which is “directly affecting its administrative functioning in some of the key departments.”.
The state government had argued that there are a number of departments which are necessarily to be manned by the officers of the level of Principal Secretary and above or the level of Financial Commissioner. This is because “they happen to have acquired a fair amount of experience over the years, which has to be ultimately used for the better functioning of the system.”
The government also said that there are some key departments which have been sub-divided for focused attention on their tasks and so these departments call for proper direction by senior level officers for their smooth functioning.
