AGARTALA, September 30 (TIWN): FIR against a senior Civil servant and based on the audit report by incumbent BDO Bishalgarh has triggered unwarranted trouble for the shortsighted administration of left front government in Tripura. To show the cleanness (!) of Manik Sarkar government, BDO Bishalgarh Subrata Das had lodged FIR against his predecessor Bimal Chakraborty, present Deputy Director of ICA, who happens to be the younger brother of CPI-M youth wing DYFI’s State Secretary Amal Chakraborty, 10 days ago. Misappropriation of Rs 17 Cr of MGNREGA fund and false adjustment of administrative expenditure in block in connivance with the then West Tripura DM Kiran Gitte (Presently DM of Amravati dist of Maharashtra), a close aide of former Chief Secretary Dr S.K.Panda and most preferred officer of CM Sarkar and both ruling CPI-M and Congress for his canning talent divided the administration.

Blame game between police administration and civil administration has gained the ground because of the political ability of both ruling party CPI-M and opposition Congress.

As instructed by the CPI-M party and Chief Minister following raising the issue by Congress, FIR has been lodged without proper evidence.

Officer In-charge of Bishalgarh Police Station could not understand the implication of the case and registered it under non-bailable sections of IPC over-enthusiastically. Congress is self-satisfied with the action of the government and similarly, Manik Sarkar has also become happy that he could save his clean and white image.

None of the parties could not verify the people's reaction and of the administration in the mutual political game of CPI-M and Congress. Now it appears to be an embarrassment for the government, as police did not take any action even after 10 days of lodging FIR against Comrade civil servant that too under non-bailable sections.

Interestingly, top bosses of police say the case is under investigation and Bimal is not arrested because civil administration did not provide them the entire evidence of corruption. Moreover, whatever little has been given, that was not understood by the police officers, as reading of the administrative malpractice is not covered by police knowledge.

“Instead of lodging FIR with police based on audit observations, government should have taken up the case at administrative level and easily the corruption could have been verified with all details even the association of any party leaders but both ruling and opposition in a mutual agreement filed the FIR, which put police into trouble and inflicted public sentiment,” said senior civil servant.

He however, stated that FIR against Bimal is nothing but a foolish act of the government rather a conspiracy to shield the corruption and a futile attempt to mislead the case and made administration unhappy.

Similarly, in Rs 5 Cr Rashtriya Madhyamik Shiksha Abhiyan (RAMSA) scam in the school education department, three officers so far besides, arresting prime accused Cashier Arnab Chakraborty.

Interestingly, though all three officers were suspended from the service, yet they were not arrested so far and not even interrogated by the police. However, police sources claimed besides, these three, two other senior officers and two political leaders names have also been associated in the case.

“We have intimated the matter to high-ups seeking their arrest and interrogation but for seven days it was not clear. Though everybody is publicly stating that nobody will be spared if involved in corruption but in practice police did not get the support for action rather unnecessarily blamed by the public,” said a police officer.

He however, pointed out police raided the house of three officers and collected Arnab’s detail call list but could not proceed further because top bosses are not allowing police to go ahead for some unknown reason.

“In case of Rs 17 Cr scam in Bishalgarh block, BDO lodged FIR against his predecessor and present Assistant Director of Information department Bimal Chakraborty who happens to be the younger brother of CPI-M youth wing DYFI’s State Secretary Amal Chakraborty, neither police got the record or allowed to launch hunt against him and others,” Police officer stated.
