RMSA implementation: School Education De | AGARTALA, Oct 1 (TIWN): From the very beginning of the implementation of RMSA in the state, School Education Department(SED) and its minister Tapan Chakraborty did not follow the guidelines as per RMSA Act. As per RMSA guidelines there must be a Finance Controller (FC) and he will be assisted in his work by an Audit & Accounts Officer(AAO). The FC and AAO will deal with all financial matters. All over India same structure is maintained. And there should not be an Drawing & Disbusrment Officer(DDO).But in Tripura the RMSA guidelines have been violated from the very beginning of its implementation(in 2007). And such aviation was done by none other than the Melarmath, the 'real power centre ' of the state govt.
