Tripura State Election Commission publishes final electoral rolls for Panchayat polls

AGARTALA, June 5 (TIWN): The Tripura State Election Commission (SEC) on Thursday published final voters’ list for the coming three-tier Panchayat election.Asked about latest situation of the electoral rolls, State Election Commissioner Yatendra Kumar said that preliminary data suggests that voter figures in the final rolls rest at 11 lakh 8 thousand 148 with a minor rise of 1,328 from the draft rolls published earlier in May. The draft list had 11 lakh 6,820 voters enrolled, slightly above the figures in final voters’ list of 2009 panchayat election. The figures are subject to minor change after final input arrives from all Block Development Officers (BDO) later in the evening, Kumar added.

The official said that changes can still be made under Section 186 of the Tripura Panchayat Act and cases where the voters feel unsatisfied with the electoral rolls. “We have provisions allowing voters to appeal to the District Election Officers if they have lack of satisfaction over the final rolls”, Kumar said.

Speaking about security details relating to the Panchayat polls, State Election Commissioner Y Kumar said both traditional and a pragmatic method of determining thrust areas for security would be followed this year.

“We are trying to look at security requirements based on three parameters. We call them High Criticality Index which indicate areas with extremely high turnout and low margin between first two candidates with the highest votes in their favour. We have ‘vulnerable habitations’ where there are apprehensions of security threats and then we have ‘security threat perception’ based on location, intelligence inputs, possibilities of miscreants’ nuisance etc. We have issued guidelines with separate provisions for all three categories”, the official said.

All District Magistrates (DM) were instructed to map vulnerable areas with immediate effect.

In an attempt to leave zero scope for mistakes in the poll preparation process, the State Election Commission is eyeing to use a software for randomization of poll personnel and polling parties this year. NIC was commissioned to prepare the website but work is still in progress. “We are very hopeful of launching the website before the election”, Kumar said today.
