UDAIPUR, July 26 (TIWN): Majority of IAS officers promise to do everything for social welfare before joining assignments but few officers follow work ethics. Gomati District’s worst DM in its history was Sonal Goel, who not only focused on her personal advertisements, seeking promotion and awards and left the district as handicapped. Also corrupt Sonal Goel cajoled Chief Minister Manik Sarkar to employ her jobless husband Aditya Singh Yadav in coveted post of TFDPC Company Secretary in October 2011. Being a women, during Sonal Goel’s era, Gomati District witnessed the highest crime-rate against women, rapes, murders, massive corruptions in administration from passport scam to looting MGNREGA funds . DM office had become the sanctuary for all illegal Bangladeshis as Sonal Goel’s administration was blindly processing all mafias passports, fake passports which were sent from nearby shop in DM complex.In October, 2015 Gomati dist under DM Gomati Sonal Goel had achieved 6 SKOCH SMART AWARDS-2015 under MGNREGA, (ODF, Rural Housing Leading to Gender Empowerment in Gomati Dist), whereas Gomati Dist.’s rural and ADC villages till date remained without electricity, without proper houses and facilities.

But surprisingly, like a politician, Sonal Goel dedicated a park for girl-child, but lameduck former DM  never visited any rape victim’s house.

However, talking to newly joined DM Raval Hemendra Kumar on Sunday, he said, ‘In the review meeting which held with Chief Minister, before 2 days every issues came out from health to agriculture, and now the administration has look after every issues”. Talking about developmental work and which works are giving most priority, he said, ‘Agricultural productivity, possibility and various other schemes under Central Govt. will be implemented’.

Raval Hemendra Kumar has been worked as the Director of NHM, which was also a fully central sponsored team.

However, in last few years, none of the Modi Govt.’s agricultural projects were implemented in Gomati district as tainted DM Gomati Sonal Goel was busy in her promotion and achieving awards.

It’s worthy to mention here that Jaitley at parliament during the announcement of the 3rd Union budget said that the Govt. has focused on 9 pillars which are to be set up in India for its overall economic development.

The 9 pillars are : 1. Agriculture and farmers' welfare, 2. rural sector, 3. social sector including healthcare, 4.  infrastructure,5. financial sector reforms, 6.ease of doing business, 7. fiscal discipline, 8. tax reforms 9. education, skills and job creation to reduce compliance burden.

Total allocation for farmers’ welfare is Rs. 35,984 crores. The budget was rather rural centric as govt. has announced for Agriculture with Rs. 17,000 crores investment, which means 86,000 crores in 5 years to make India food sufficient. But unfortunately, Tripura apart from few awards could achieve nothing.

But among all the projects the irrigation project is almost sleeping in Gomati Dist. The benefits which can be taken by adopting Modi’s policy is followed as :

1.     Rs. 38,500 crore for MNREGA. Highest ever for the rural employment scheme.

2.     5,542 villages have been electrified, more than the last three years combined.

3.     28.5 lakh hectares to be brought under irrigation.

4.     Paramparagat Krishi Vikas Yojana to bring 5 lakh acres under organic farming.

5.     Govt will reorganise agricultural policy to double farmer income in five years.

6.     Excise duty on tobacco increased by 10-15 per cent. (Which is a good step against tobacco agriculture)

7.     Rs. 97,000 crore for all roads. Total outlay on roads and rails will be Rs. 2.80 lakh crore. 10,000 km of national highways in 2016-17 and 50,000 km state highways to be converted to NH roads, which may increase the agricultural business,

8.     Rs. 2.87 lakh crore for gram panchayats as per recommendation of 14th finance commission.

9.     Agricultural credit target of Rs. 9 lakh crore. Govt to allocate Rs 5,500 crore for crop insurance scheme.

Now how much development can be achieved by the newly appointed  DM Hemendra Kumar is to be seen, as from Rural roads, blocks, productivity all basic items in bad shape.
