AGARTALA / NEW DELHI, Aug 24 (TIWN): As per announcement made by DoNER Minister Jitendra Singh, an amount of Rs.975 crore under the Non-Lapsable Central Pool of Resources (NLCPR) scheme has been allocated to the DoNER ministry for fiscal 2015-16 to fund various projects in North East India. In fiscal 2014-15, a total of 86 projects were retained or cleared for the eight northeastern states. Of these, 23 are in Arunachal Pradesh, 20 in Assam, three in Manipur, six in Meghalaya, 11 in Mizoram, eight in Nagaland, seven in Sikkim and eight in Tripura.
The NLCPR was created for deposit of funds from all ministries where the plan expenditure on the northeastern states is less than 10 percent of the total plan allocation of the ministry. Compared to other North Eastern states, allocation for Tripura is bare minimum as Central Govt and DoNER Ministry are suspicious about the utilization certificates of various central govt projects being undertaken at Tripura. One of the most corrupt Chief Minister in Tripura’s history, under Manik Sarkar’s administration, massive looting and scams dominating the national headlines. From Rs 51 crore MGNREGA scam to Rs 30 crore NRHM scams, appointing nationally well-known corrupt officials like Timer scandal tainted GSG Ayyangar as Principal Secretary and CBI charge sheeted corrupt IPS officer K.Nagraj as DGP of Tripura Police, or patronizing Sarada, Rose Valley chit funds, Manik Sarkar’s penchant for corruption continues.

As per DoNER ministry, out of these retained projects, one project of the state government of Manipur with the approved cost of Rs.128.24 crore has been sanctioned so far against which an amount of Rs 35.73 crore has been released.

The difference between 10 percent of the allocation and the actual expenditure incurred on the northeastern region is transferred to the central pool, which is used for funding specific programmes for economic and social uplift of the northeastern states.

No doubt MGNREGA has been playing a pivotal role in the rural economy of the state ever since its enactment . At the same time there is no denying of the fact that crores of MGNREGA fund was looted by a section of ruling party leaders and a section of corrupt officials, of course those are in CPI-M's good book. Over the last few months through RTI several documents of Internal Audit Reports(IAR) different blocks, Nagar Panchayats and Municipal Councils and other departments of state govt were unearthed.

Blaming the centre may give political benefit in befgoling the common mass. But after the chronology of scams , what can be answer of govt?

Also CM as Home Minister is instrumental and responsible in stopping police from submitting a proper chargehseet against scamster BDO Bimal Chakraborty within 180 days- which resulted in Bimal's release from prison.

So, now the question is,  if Chief Minister himself is not the most corrupt one then how he loves all these corrupt kingpins in key posts ???
