AGARTALA, May 18 (TIWN): With the proposed Tripura State University to be set up here in, Agartala, Education Minister Tapan Chakraborty on Monday said, “The separate state university to be set up in Agartala MBB College premises which would likely to start functioning from this year 2015.†However the statement of Chakraborty on Monday had faced several censures among the common masses of state as the Tripura State University Bill is yet to get approval from the University Grants Commission (UGC). Chakraborty along with Public Work Department (PWD) Minister Badal Chowdhury and other officials on Monday visited the construction site of the university proposed to set up centering the Maharaja Bir Bikram College campus in Agartala. Though it a politically motivated steps by CPI-M to manufacture future CPI-M leaders and pollute State Education but officially Tapan said that new university will cater the preferences and needs of the common masses of students here in Tripura the Left front govt. had decided to set up a the new separate university for the state besides the existing central university. The bill for a separate state was placed in the already concluded assembly session this year but it was later sent to the select committee for further deliberations and understanding before it is tabled in this monsoon assembly session.
After the bill gets passed from the assembly here in Tripura it would be sent for the approval of the UGC. But interestingly on Monday, Minister Tapan Chakraborty while visiting the construction site said that the university is likely to start its academic session from this year if everything goes on a right track.
However but with several censures has gripped the statement of Chakraborty, it baffled that how come the university start by this year as the bill has not yet got tabled in the assembly session and has also got no approval from the UGC that would of course take another year or more than that.
According to the official sources, the department felt necessity of conducting further deliberations and understand certain issues associated with it before the Bill was placed in the forthcoming monsoon session here.
The separate state university would be set up with an aim to make significant strides in the field of education of the state. According to the bill sent to select committee for further deliberations, an estimated total amount of Rs. 14.00 crores approximately will be required for the maintenance of the proposed university out of which the net expenditure from the consolidated fund of the state is estimated at Rs. 180.00 lakhs approximately per annum,
However the remaining amount will be met from grants to be made by the University Grants Commission and the University’s own resources.
Chakroborty earlier said that the colleges that are already under the affiliation of the central university can also be brought to the affiliation of state university. “There is no such norms under the UGC guidelines under which the centrally affiliated colleges cannot be brought under the affiliation to the state university”, he said earlier.
However, after passing the bill in the assembly and obtaining the governor’s assent, it would be sent to HRD ministry and the UGC for its approval.
However as per some intellectuals, actual reason behind establishing a State University is creation of breeding ground for CPI-M student leaders, politics rather than studies. At present, State Govt has no control over Central University so Tripura Central University excelling in many different fields of education - so, next State controlled university will be a playground for political vagabonds.
