Cut Motion on Budget speech presented by opposition rejected in the Budget Session on the basis of majority vote

AGARTALA, March 3 (TIWN): The cut motion on budget speech presented by opposition rejected on the account of majority vote. Earlier on the February 10th, Finance Minister Bhanulal Saha had presented the tax free budget of 14948.92 crore. Then the discussion on budget speech was held which had ended in February 20th.After the interval of 10 days, the budget session of the Tripura Legislative Assembly started today.From the 1st session, the opposition had presented their 21 cut motions before the house. MLA Asish Saha, Pranjit Sinha Roy, BiswaBandhu Sen and Diba Chandra Hrwanghkhal had placed their point of cut motion. Discussing the cut motion, Pranjit Sinha Roy told that, in the budget 2015-16, the total allocation for drainage system is not mentioned. Other than the Government has not yet taken any proper steps to execute the master plan of Udaipur. Negligence of the Government is totally forecasted on it.

While discussing BiswaBandhu Sen told that, though Finance Minister had termed this budget as tax free. But it is totally incorrect. If the Minister can declare the budget 2016-17 totally tax free, then it can be accepted. Because, after some days, tax will be implemented on various essential commodities and centres. It is only the plan of Government to gain popularity. Mentioning the condition of the National Highway, Mr. Sen told that, the condition of the Churaibari –Agartala Highway is very critical. But PWD Minister had not mentioned half percent of the condition during his valuable speech. He said that the trend of the Government is to deprive the people of North Tripura.Mr. Sen had also focused on the laodshedding and mid-day meal issue.

MLA Diba Chandra Hrwanghkhal, focused on the issue of allotted work in MGNREGA and the reservation of Scheduled Caste and Scheduled Tribes in case of employment in Colleges and Schools. While delivering speech, Mr. Hrwanghkhal, told that CPIM Government is a scam –based Government. Because of the fear of revealing the scams, Government has not given instruction for Internal Audit. As for example He highlights the name of the scamster Bimal Chakraborty, brother of DYFI Secretary Amal Chakraborty in Bishalgarh multicrore scam.

In reply, DWS Minister Ratan Bhowmik told that the claims of the opposition are truly baseless. Shahid Chowdhury told that on the basis of the appeal , Government had allocated fund to different sports field. Minister Manik Dey had highlighted the development of urban work and power department. But while the speech of Manik Dey, the opposition demanded to ask some questions. But the Deputy Speaker did not allow them. Because of that they had boycotted the session for the whole day at 3.57 p.m. After the speech of the Ministers, the Deputy Speaker had adjourned the Assembly upto March 4.
