UDAIPUR, December 24 (TIWN):" CPI(M) party made its impact in Tripura as a friend of the working class and the employees. But day by day , especially when Manik Sarkar became the Chief Minister, the same party has shifted from its ideology and noe it has turned to an enemy of the working class and employees," with these words Tripura State Employees' Coordination Committee Secretary General Ajay Biswas slammed the state govt for its anti-employee policy. In 1972 when CPI(M) was not at all excepted in the Bengali region , at that time state govt employees played a crucial role in strengthening the party's foot in the non tribal belt. Even the Congress minded employees too supported movement of the state govt employees. But as the influence of CPI(M) beginsbto grow , the party and also the LF Govt have become an enemy of the state govt employees.

Ajay Biswas said that not only the employees are suffering but also the rickshaw pullers and small businessmen too are suffering. If the employees of the state would have got high pay structure, they would have definitely spent the money in the state markets and thus it would benefit the rickshaw pullers and small businessmen.

   Presenting a statistical proof , Ajay Biswas tried to make his point of view clear. Step by step he showed how the employees are facing crisis.

 Deprivation of an employee every month-

1) GROUP D Rs 3433/-

2) GROUP C Rs 12882 /-

3) GROUP B Rs 17901/-

4) GROUP A Rs 53320/-

Deprivation upon teachers under various categories

1) Under Graduate Teacher- Rs 16744/- per month and yearly Rs 231852 /-

2) Graduate Teacher -      Rs 17665/- per month and yearly Rs 248000/-

3) Post  Graduate Teacher  Rs 15635/- per month and yearly Rs 218412/-

Deprivation upon Fixed Pay Employees(when Manik Sarkar became the Chief Minister, LF Govt made it compulsory to continue service as fixed pay for 5 years and after this period he will get regular pay scale:

1) UGT/LDC/Work Assistant -              Rs 39.75 lakh

2) Graduate Teacher and its equivalent      Rs 52.5 lakh

3) Post Graduate Teacher and its equivalent   Rs 55 lakh.

   During these five years service as fixed pay the employees are being deprived of 5 yearly increment , GPF benefit and others.

 At present state govt employees are getting 43% less from the Central Employees only in DA and as a result of it the deprivation on the state employees every month only for DA are as follows:-

1) PB-I - Rs 3557/-

2)PB-II -Rs 9350/-

3) PB-III- Rs 13687/-

4) PB-IV- Rs 35720/-

      Fiance Commission has a set rules for the sanction of money. Finance Commission . Ajay Biswas made a crucial point saying ," Finance Commission gives all the states exactly what they have given to its employees during the last financial year of the earlier Finance Commission. Accordingly the last year of the 13th Finance Commission will be the base year of the 14th Pay Commission. Same was with the 13th Finance Commission. 2009 was the concluding year of 12th Finance Commission and the base year of the 13th FC. Naturally 13th Finance Commission sanctioned the money only based on the committed expenditure of 12th Finance Commission. Finance Secretary of the state govt published the White Paper of the briefing the details of 13th FC. But Ajay Biswas termed the white paper as the foccument of pure lies. Ajay Biswas expressed his doubt that state govt might be planning to have full grant from 14th Finance Commission as demanded b ut to the state employees they will only pay a section of the total dues.
