UDAIPUR, December 21 (TIWN): On 12/12/2014 SP Gomati Sankar Debnath issued an Office Order vide NO.10966-70/F.1(18)/Esstt/GD/14 by which SP has asked all the staff of Gomati District police to submit CL(Casual Leave) petition before 7(seven) days and EL(Earned Leave) petition before 15(fifteen) days to the sanctioning authority before proceedings/availing on leave. SP Sankar Debnath also threatened ," If any official proceeds on leave without the sanction of the competent authority that period will be treated as EOL(Extra Ordinary Leave) except on special circumstances and appropriate disciplinary action may be taken against the defaulters." SP Gomati Sankar Debnath has simply made himself an object of laughter. This order is being treated as a Tughluqian Farman(order) among the officials of the police department.

The copy of the order has been sent to the Head Clerk(Acctt) of SP(G) Office, Udaipur and to All Ministerial Staff(Group-C & D) of SP(G) Office. Naturally the order has been under discussion among all police officials. A senior police official told TIWN on Saturday night," How can such an order be given in writing? What is interesting in this case is that fact that SP Gomati did not even mention the cause before issuing such an order. " It is to be mentioned here that no leave is a 'right for the employees'. But each and every employee enjoys leave with permission. Even in that case Casual Leave is meant for sudden and emergency purpose. No employee enjoys this leave with preplanned date schedules. It is almost impossible for any employee to guess before hand (at least one week before) when he will be in need of availing CL . Again in the case of EL too there is no such official clarifications given in the Leave Rules. Quite surprisingly a District Head of police administration has issued such an order which can easily be challenged in the court.

        For example,an employee comes out of his house in order to attend his official duty . On the way he meets with an accident and has to be hospitalized and in that case it is impossible for him to go to his office. Will he not appeal for Casual Leave? In that case how can he submit petition before 7(seven) days? Even a world famous astrologer can't predict such thing. Again if any employee suffers from heart attack all on a sudden and somehow he is unable to inform his authority due to his sudden illness . And after three or four days of treatment he gets fully cured and comes to his office in time with a Leave Petition for adjustment of his CL or EL for those three or four days' absence. Now as per the Tughluqian Office Order of SP Gomati Sankar Debnath, that person comes under the allegation of EOL and may even falls under disciplinary action to be taken against him.

      A high level police official told TIWN ," Unfortunately in Tripura there are too many officials holding top posts though many are not competent enough for such posts. Their only qualification is that they are puppets of the ruling party. "  According to TIWN sources SP Gomati often remains busy in holding closed door meetings in his office with political people and influential businessmen with red light on outside the chamber. And a vast majority of police officials are now having a nightmare under such an incompetent officer.
