BHEL, OTPC better planning saves Unit II inauguration from mishaps like Unit I

AGARTALA, December 1 (TIWN): Year 2014 OTPC Unit II inauguration is certainly much different than the inauguration of Unit I in June 21st,2013. In the year 2005 when the Foundation Stone was laid ONGC & OTPC declared in public that full­fledged generation would commence from 2008. But quite surprisingly even in the 1st week of July OTPC is not in a position to start the Unit­II on experimental basis. Actually after suffering huge loss from the Unit­I BHEL engineers are unlikely to take any risk as far as the Unit­II is concerned. A BHEL engineer told TIWN over phone, "We can't afford any more financial loss. Our headquarters have been duly informed."

Actually the situation arose due hasty action taken by the OTPC under pressure from the state govt. An official told TIWN that without completing the preparation of the Unit­I OTPC took the risk of power generation. Even on the inaugural day of commercial generation OTPC hired six high power generators to carry on the power generation process at least for three hours at a time(expected time schedule when the President would stay inside the plant).

After learning lessons from OTPC Palatana’s inauguration of first unit and related mishaps, BHEL and OTPC did not take any chance in power generation from Unit II.  OTPC Unit II was run on full load  of 363 MW on Nov last week to make sure no fault remains. 

On Unit ISince the laying of the Foundation Stone of the Rs 10,000 crore Combined Cycle Gas Turbine(CCGT) Thermal Power Plant of OTPC(726.6mw) in Palatana, it has been going through various phases of heavy loss to Bharat Heavy Electrical Limited(BHEL). But each time denying the guidelines of BHEL technical experts, both the State Govt and OTPC were doing hara-kiri and as a result BHEL has to face huge losses. On 29th October 2005 when the then Prime Minister Dr Manmohan Singh laid the Foundation ONGC assured in presence of the Prime Minister that it will start Commercial Generation from Unit-I from 2008. But officially the Commercial Generation started from 21st June 2013 when the President Pranab Mukherjee inaugurated the Commercial Generation from Unit-I . But the President was unaware of the fact what OTPC and State Govt. were running show with the aid of generators keeping the President in complete darkness.
