PALATANA / UDAIPUR / AGARTALA, November 29 (TIWN): Prime Minister Narendra Modi will not attend any meeting with the State Cabinet during his visit to Tripura on December 1. A highly placed source in the PMO told TIWN over phone," The inaugural programme will be of exactly of one hour duration including PM Modi’s address to a gathering of 50,000 people inside the project area. After the OTPC Unit II inauguration, PM will leave from the venue of the function at 15.15 hrs by road and arrive at the Palatana Helipad at 15.20hrs. At 15.25 hrs the MI-8/17 Helicopter of the PM will depart from Palatana and arrive at Agartala Airport at 15.50 hrs."According the sources, at 16.00 hrs Prime Minister Narendra Modi will leave the state by IAF BBJ. By 19.15 hrs PM will reach Delhi Airport. The PMO sources also told TIWN ," Details of the PM programme have been communicated to the Chief Secretary, DGP, IGP(Int/Security), Secretary (GAD/Protocol), DD , SIB and SP (SECURITY) from the New Delhi ( Director SPG) by AIG SPG Bhupinder Singh on 25th November.

ICA Secretary Santanu Das informed the press on Friday about the cancellation of PM's Secretariet visit.  ICA Secretary Santanu Das also informed that there will be no guard of honour ceremony to be held at Agartala on that morning because the PMO office has officially cancelled any such programme. This has come as a severe blow to the State Govt especially to Chief Minister Manik Sarkar . Manik Sarkar specifically requested PM Modi to attend at a courtesy meeting with the State Cabinet of the State Secretariat. Accordingly, on Tuesday CM Manik Sarkar invited a press meet and categorically said ," Returning from Palatana Prime Minister will meet the members of the state cabinet in the State Secretariat in the afternoon of December 1."

In order to please the PM, state govt has been making extravagant display of money being spent after the beautification of roads from Agartala Airport to State Secretariat . But on Friday afternoon ICA Secretary Santanu Das mentioned that PM will neither receive any guard of honour in the Airport nor will meet with the members with the state cabinet at Secretariet. Interestingly, Chief Minister came out to the press declaring about this ' high profile meet' but when the meeting has been officially cancelled it is the Secretary ICA who made that announcement before the press. On December 1, PM Modi will arrive at Agartala Airport and from there by helicopter he will straightway go to Palatana, where PM will dedicate the Unit-II(363.3MW) of OTPCs 726.6mw Combined Cycle Gas Turbine( CCGT) Thermal Power Plant. And after the one hour programme there PM will come to Agartala and will leave for New Delhi by the afternoon flight.

       Meanwhile the list of the VVIPs who will be attending the December 1 programme has been finalized.  ONGC Tripura Asset Manager V K Mahawar told this correspondent over phone on Saturday night," Along with Prime Minister Narendra Modi, Union Oil & Petroleum Minister Dharmendra Pradhan, Minister of State , Power, Energy & Mineral Resources of Bangladesh Nazrul Hamid, Advisor to the Prime Minister of Bangladesh Dr Taufiq Ilahi, Union Petroleun Secretary Sourav Chanda, ONGC CMD D K Sarraf, Infrastructure Leasing and Financing Services(IL& FS) CMD Shahzaad Dalal, BHEL CMD P Prasada Rao, ONGC Full Board of Directors comprising A K Banerjee( Director, Finance), Ashok Verma( Director, Onshore), S Shanker ( Director, T & SS), D D Mishra( Director, HR Division) and T K Sengupta( Director, Offshore) will remain present on this programme. Former ONGC CMD Sudhir Vasudeva and two Secretaries of Bangladesh Govt are also coming on this mega event."
      Earlier at on Thursday SPG AIG Manish Sharma arrived at Agartala Airport by AI-743 flight. From Agartala Airport SPG AIG went to meet with the high level state police officials . After this SPG AIG ,DIG Southern Range went to Paatana by road. DIG SPG M P Gupta is coming to Tripura by Saturday morning flight and will straightway go to OTPC site and will stay there till the departure of PM from Palatana.

        Ahead of PM Modi's visit a team of 19 SPGs including AIG SPG Manish Sharma, 17 SPG Officers including one Lady Security Officer, Gautam Sharma, SSO have already artrived in the state. Two more SPG officers will arrive at Agartala on 30th November. SSO Gautam Sharma along with four SPG officers will be in command at the Agartala Airport on the day of PM visit. 
      Speaking to TIWN on PM visit DIG Southern Range Uttam Kumar Bhowmik said," Regarding the over all situation right now I can say that preparations are in satisfactory note. Already the the SPG team has arrived and taken control over the plant area. Gomati District and Police administration are doing their jobs as per instruction. We are just waiting to welcome our Prime Minister for this historic event." 
  The other programmes  that have been proposed from the state govt no confirmation have been cancelled by the PMO. Even ICA Minister Bhanu Lal Saha said," The concerned departments of the Union Ministry communicated that at this moment it is not possible for the Prime Minister to attend these programmes due to his extremely hectic schedule. The PM will come to the state only to the dedicate OTPCs Unit-II to the Nation ."
