Is CPI-M’s allegation against Vision Document as ‘FOTKA’ proving true ? BJP’s Vision Document’s ‘Employment for Each Household’, ‘Free Smartphone for Each Youth’ promises lacking funding from Centre  ?

AGARTALA, Oct 28 (TIWN): BJP’s vision document filled with gigantic promises released exactly 1 week before Feb 18, 2018 Assembly Election was instrumental for BJP’s landslide win in Tripura. Before Assembly Election, Ram Madhav, Biplab Deb, Himanta Biswa Sarma, Arun Jaitley loudly boasted bagfull of promises but no Central fundings yet to back up those promises. TIWN's public survey on BJP's vision document resulted unexpected outcomes as most of the Tripura's working class and unemployed population unable to believe BJP's tall promises. After nearly 19 months in Government, Biplab Deb led BJP Govt yet to show any sign of Central funding to support FREE SMARTPHONE for EACH YOUTH or EMPLOYMENT for EACH HOUSEHOLD.After BJP released it's election manifesto named 'Vision Document', CPI-M State Secretary Bijan Dhar called press and has termed the Vision Document of BJP as an 'FOTKA' (in English means an Imaginary concept Or speculation). He said this before Assembly Election 2018.

"The vision document is not only an imaginary 'Fotka' but also illegal. It has not taken enough permissions before publishing it, violating the model code of conduct. We will complain the matter to EC", said Dhar.
"7th Pay Commission has not been implemented in many states even after BJP's coming in power and providing 7th Pay Commission has many conditions too", added Dhar."They said all constitutions will have colleges ! And people have to believe ?", added Bijan Dhar.

Now question is being raised whether BJP’s Vision Document was actually a “Ftoka” as alleged by Bijan Dhar ?

BJP's Vision Document promises before Assembly Election :

1. Employment opportunity for every household,

2. Free Education for women till graduation,

3. 7th Pay Commission to the all Govt employees of the State Govt,

4. Free Smart Phones to Youths,

5. Minimum allowance of Rs. 2000 and a minimum wage of Rs. 340,

6. Investigate Rose Valley Chit Fund scams and punish all the guilty,

7. Provide house to all without brick housing,

8. Free Health Insurance to all BJP households,

9. Provide drinking water to all households,

10. Regularize contractual Govt employees.

CPI-M's reaction to BJP vision document before Election:

1. 'BJP's Vision Document is a FOTKA', said Bijan Dhar to media. 

2. Hitting upon BJP's promises of smart-phone 'gifts' to youths after BJP in power, CPI-M State Secretary Bijan Dhar said, "Don't know to whom they are allocating business. May be Jio. However, at the beginning (of Digital era) it would be nice but now all have smart phone. So, gifting of smart-phones will not bring much effects among the youngsters votebanks". 

3.  Earlier also we heard many times from anti-CPI-M parties that every families will get a job and thus BJP has kept a similar promise on the top-list. The strategy of providinging each families with job has not been adopted in any state of India, rather under the Central Govt at least 40 lakhs of vacancies are yet left without filling up.

4. "Whomever, the Central Govt is now appointing it's per contract basis. Thus what in whole India doesn't have, it will be in Tripura ?"

5. The girl-child's free education till College is already here in Tripura. Apart from that the initiatives for water supply, farmers are nothing new. Even though Central Govt has promised to buy agricultural products from farmers at 1.5 times more than the price, but possibility is very less as in many sectors the budget allocation has been reduced.

6. Under PMAY 9 % budget has been reduced. MGNREGA funds has been deducted. Thus, all rural developmental promises of BJP is bogus.

7. According to Health Insurance's claim, only  480 crores of fund was released and the affect of the budget will come in Tripura soon.

8. 7th Pay Commission has not been implemented in many states even after BJP's coming in power and providing 7th Pay Commission has many conditions. 25 to 30 % people will be returned to home and after 2004 who were employed they will not have GPF.

Tripura Chief Minister yet to explain if State Govt received any Central fundings to support hundreds of crores expenditure to buy 7 lakhs smartphones or fundings to provide employment to each household.
