AGARTALA, Oct 10 (TIWN): TIWN is the first media categorically predicted that State Govt Employees won't get the benefits of 7th CPC in 2018 because BJP-IPFT Govt led by Biplab Deb failed to get required funding from Union Finance Minister Arun Jaitley or PM Narendra Modi. So without required funds of Rs 20,000 crores for 5 years (Annually approx Rs 4000 crores), it is impossible to implement 7th CPC. As a result, Biplab Deb chosen to play JUMLA card by engaging Verma Committee delay game tricks, waste of Lakhs of Taxpapers money on Verma Committee in past 7 months.So finally Biplab Deb announced a meagre 0.32 Factor hike in Oct’2018 over already 2017’s hike 2.25 Factor which was implemented by CPI-M CM Manik Sarkar.

In 2017, Manik Sarkar implemented Pay revision of 2.25 Factor hike of State Govt Employees, now Biplab Deb fooled Tripura by naming it 7th CPC, hiked a meagre 0.32 Factor totaling to 2.57 Factor, which is much lesser than the 7th Pay Commission Central Govt Pay scales. 

So the question raises, why Biplab Deb needed P.P.Verma committee ? Just to play delay games & JUMLA ?

Modi, Amit Shah, Sunil Deodhar, Biplab Deb said in all Pre-Election rallies that 7th Pay Commission will be given to all Tripura’s 2 Lakhs Govt employees on March 4,2018 immediately after winning Election on March 3,2018.

However, as a matter of eyewash all the BJP Ministers in the Cabinet are now trying to divert the attention of the employees and pensioners with a pay revision of merely 2.57 hike from Manik Sarkar era’s 2.25 factor that is only 0.32 factor hike.

On Sep27, TIWN published a news on 7th Pay Commission where it was claimed : "CM Biplab now has realized the truth that 7th CPC may not even be implemented before 2019 Lok Sabha Poll likely to be held towards the end of April next year . That's why he tried to present him as an emotional man so that no one can raise any question about 7th CPC." 

On June 19, after the budget was placed in Tripura Assembly Day-1, CPI-M MLA Ex-Finance Minister Badal Choudhury said, “There was nothing in BJP Govt’s budget which can fulfill their Vision Document in next 1 year. Forget about whole Vision Document as they themselves might also don't know how many promises they made before the Election, but out of those 10 promises made in the cover page, not a single was pointed in today’s budget”.

“We made budgets for years after years and what JishnuDebbarma was trying to explain it’s quite clear to us. There was no mention about 7th pay Commission, for which state govt employees are waiting”, Badal Choudhury added.

Talking about 300 crores of sanctioning in the budget for social pensions, Badal Choudhury said, “I can’t remember the whole figure but our sanctioning for social pension was more than their 300 crores in the last. At least they need 3000 crores for social pensions as they promised to give the pension at Rs. 2000 per person. With their limited budget it’s also clear that BJP Govt is going to take a cruel decision by cutting all CPI-M voters from the pensioners list. Before the election, why didn’t they say that beneficiaries list will be scanned ??”.

“7th Pay Commission by 1000 crore ? New pension rule form 2018 ? All are bogus claims have done by the Finance Minister. If they want to implement central govt’s new pension scheme then they have to include all employees from 2004. Without following protocol it will be simply a law-violation and if they add all from 2004 the employees will get a shock of financial losses", Choudhury further said hitting the BJP Govt.

On the background of this pay hike, before Assembly Election it was told the employees that a person getting 10,000 rupees salaries will get 20000 and that double hike will increase state's revenue rapidly but merely 15% hardly can raise with this pay matrix.

Surprisingly since yesterday across BJP backed media propaganda started on 7th Pay Commission given. Not only this false news in electronic media kept on scrolling that 7th Pay Commission announced, but as soon the press release came it resulted in mass JUMLA.

In the press release it has been said, "The committee has recommended that the date of effect of the revision of Pay / Wages / Pensions shall be from 1.10.2018. In case of regular employees, the New Pay Structure may be in the form of 'Tripura State Pay Matrix 2018'which was earlier prepared by 2.25 factor now may be raised at 2.57 factor".

1) Tripura State Pay Matrix 2018 subject to be condition that whatever the revised pay works out higher than the corresponding pay as per 7th CPC recommendations, as a result of application of multiplication factor of 2.57, suitable adjustments shall be made with a view of keeping parity with 7th Pay Commission recommendation. As a resultmultification factor to be slightly lower than 2.57 factor,

2) Minimum pay at the entry level of the Pay Matrix shall be Rs. 18,000 per month for Group-C and Rs. 16000 per month for Group-D,

3) Employees recruited on fixed basis against formal creation pf fixed pay posts by keeping in abeyance regular-scal posts, there shall be no change in the formula. Their pay shall be fixed at 75% of the initial pay in the relevant level of Tripura Pay Matrix 2018 and will get same benefit as regular employees,

4) Regarding daily workers/ part time workers revised pay shall be arrived by dividing the existing rates by 2.25 and then multiplying by 2.57,

5) Pensioners, family pensions of the State Govt pensioners shall also be revised using the same methodology as adopted by Revision of Pay. Minimum pension shall be from Rs. 8,000 to Rs. 1,07,450.Existing rates of additional pension shall be continue.
