Violation of Recruitment Policy shocks Health Dept employees : TPSC Advt offered High Pay Matrix for new Health Dept employees, with special allowances

AGARTALA, Aug 20 (TIWN): Tripura Public Service Commission (TPSC) is hitting the headlines everyday due to its strange notifications, violation of norms and attitude of 'doing as per wish without clarifications' leading confusions among the employees as well as unemployed youths. A notification had been released by TPSC on August 1st, 2018 calling for fresh applicants with Advt No-07/2018 with 9 categories of staffs recruitment under Health Dept of Tripura. Here, TPSC says that Rs. 5,000/- to Rs. 6,000 per month will be given as allowance but the other existing employees are not getting those benefits. What surprises is that directly the grade and pay matrix for a particular post was increased whereas under the State Govt other employees are below than the offered scale. Question raised, how for a single post a same Govt can pay two types of salaries ? Not only this, if according to the notification new staffs are recruited, their salaries will be labeled with almost 7th Pay Commission and when 7th Pay Commission will be given then their salaries will be hiked more.

According to the notification Cardiac Operation Theatre Scrub Nurse, Gropu-B will get Rs. 50,000 to Rs. 60,000, whereas after working 20 years in the Health Dept the senior staffs are getting below to that. 

Why TPSC is doing like this, it has triggered questions among the employees. Indeed, people are doubting whether multiple political beneficiaries are in list of the ruling Govt ? For example for Theatre Scrub Nurse the Pay Matrix is been given Level 11 whereas the existing employees are getting Level 10. Same goes with all other posts. 

Applications were invited by TPSC for these following post and 9 of the items have violated their salary and scale structure. If it goes like this than the new job holders salaries will be higher than the existing employees.

Item No. 01:- 03(three posts) Theatre Scrub Nurse, Group B. Scale of pay:- Pay Matrix Level 11 (Pre-revised PB-3, Rs. 10,230-34,800/ of Rs. 4,400/-) (subject to revision by the Govt. from time to time) plus Special allowance of Rs. 5,000/- per month and other admissible allowances. Educational Qualification Essential:- (i) 10(+2) or Equivalent from any recog (ii) Diploma in GNM with 1(one) year experience in Cardiothoracic Operation Theatre from a recognized Hospital/Institutions.

Item No. 02:- 02(two posts) Anesthesia Technician, Group Government of Tripura. Scale of pay:- Pay Matrix Level 11  (Pre-revised PB-3, Rs. 10,230-34,800 of Rs. 4,400/-) (subject to revision by the Govt. from time to time) plu Rs. 5,000/- per month and other admissible allowances.

Educational Qualification Essential:- (i) HS(+2) in Science from any recognized Board /Institution. (ii) B.Sc in Medical Technology (Operation Theatre) from any recognized Institution. Diploma in Operation Theatre Technology from any recognized Institution with 1(one) year experience in Cardiothoracic Operation Theatre from any recognized Institutions/Hospital.

Item No. 03:- 02(two)  Physician Assistant, Group-B Non Government of Tripura. Scale of pay:- Pay Matrix Level 11 (Pre-revised PB-3, Rs. 10,230-34,800 of Rs. 4,400/-) (subject to revision by the Govt. from time to time) plus Special allowance of Rs. 6,000/- per month and other admissible allowances.

Item No. 04:- 02(two) (UR-01 & ST-01) temporary post of Cath-Lab Technician, Group-B Non-Gazetted under Health & Family Welfare Department, Government of Tripura. Scale of pay:- Pay Matrix Level-11 (Pre-revised PB-3, Rs. 10,230-34,800/- Grade pay of Rs. 4,400/-) (subject to revision by the Govt. from time to time) plus Special allowance of Rs. 5,000/- per month and other admissible allowances.

Educational Qualification:- Essential:- (i) HS(+2) in Science from any recognized Board /Institution. (ii) Diploma in Cath-lab Technology/Diploma in Medical Technology (Cath-Lab) from any recognized Institution, (iii) 1(one) year experience in Cath-Lab from any reputed Institution/ Hospital.

Item No. 05:- 02(two) (UR-01 & ST-01) temporary post of Critical Care Assistant/ Respiratory Therapist, Group-B Non-Gazetted under Health & Family Welfare Department, Government of Tripura.

Scale of pay:- Pay Matrix Level-11 (Pre-revised PB-3, Rs. 10,230-34,800/- Grade pay of Rs. 4,400/-) (subject to revision by the Govt. from time to time) plus Special allowance of Rs. 5,000/- per month and other admissible allowances.

Item No. 06:- 02(two) (UR-01 & ST-01) temporary post of Cardiology Technician, Group-B Non-Gazetted under Health & Family Welfare Department, Government of Tripura. Scale of pay:- Pay Matrix Level-11 (Pre-revised PB-3, Rs. 10,230-34,800/- Grade pay of Rs. 4,400/-) (subject to revision by the Govt. from time to time) plus Special allowance of Rs. 5,000/- per month and other admissible allowances.

Educational Qualification:-

Essential:- (i) HS(+2) Science from any recognized Board /Institution. (ii) Diploma in E.C.G Technology from any recognized Institution. (iii) 2(two) years experience in Echocardiography, TMT, Holter Monitoring and PFT from any reputed Hospital.

Item No. 07:- 02(two) (UR-01 & ST-01) temporary post of Central Sterilization, Supply Department Technician, Group-B Non-Gazetted under Health & Family Welfare Department, Government of Tripura. Scale of pay:- Pay Matrix Level-11 (Pre-revised PB-3, Rs. 10,230-34,800/- Grade pay of Rs. 4,400/-) (subject to revision by the Govt. from time to time) plus Special allowance of Rs. 5,000/- per month and other admissible allowances.

Educational Qualification:-

Essential:- (i) HS(+2) Science from any recognized Institution/Board. (ii) Diploma in CSSD Technology from any recognized Institutions. (iii) 1(one) year experience in relevant field from any reputed Hospital.

Item No. 08:- 02(two) (UR-01 & ST-01) temporary post of Intensive Therapy Unit Co-Ordinator, Group-C Non-Gazetted under Health & Family Welfare Department, Government of Tripura.

Scale of pay:- Pay Matrix Level-9 (Pre-revised PB-2, Rs. 5,700-24,000/- Grade pay of Rs. 2,800/-) (subject to revision by the Govt. from time to time) plus Special allowance of Rs. 5,000/- per month and other admissible allowances.

Educational Qualification:-

Essential:- (i) HS(+2) or equivalent in Science from any recognized Board /Institution. (ii) Bachelor in Hospital Management from any recognized Institution (iii) 2(two) years experience in the relevant field after acquiring minimum qualification from reputed Hospital.

Item No. 09:- 02(two) (UR-01 & ST-01) temporary post of Cath-Lab Nurse, Group-B Non-Gazetted under Health & Family Welfare Department, Government of Tripura. Scale of pay:- Pay Matrix Level-11 (Pre-revised PB-3, Rs. 10,230-34,800/- Grade pay of Rs. 4,400/-) (subject to revision by the Govt. from time to time) plus Special allowance of Rs. 5,000/- per month and other admissible allowances.

Educational Qualification:-

Essential:- (i) HS(+2) in Science from any recognized Board /Institution. (ii) Diploma in GNM from any recognized Board/Institution. (iii) 1(one) year experience in Cath-Lab from a reputed Hospital.

Further it has been alleged that whereas the item no-1 earlier asked science compulsory like item no-9, but later the science was omitted from item no-1. Moreover, no reservation has been kept for the SC.
