Manik Sarkar’s CORRUPT ‘coterie’ : Biplab Deb’s major challenge

Chief Minister Biplab Deb’s major challenge remains in handling Manik Sarkar era’s highly corrupt officials who not only personally involved in massive corruptions but helped CPI-M’s 25 years organized .corruption.

Manik Sarkar not only patronized these officials but rehabilated in Tripura in high ranking posts so that corruption machinery worked in favour of CPI-M.

Manik Sarkar in his 20 years rule as Chief Minister of Tripura promoted all corrupt officials into key positions to ‘mask’ CPI-M Govt’s organized corruptions.

TIWN (Tripura InfoWay News) not only exposed these corrupt officials since 2013 but Manik Sarkar chosen to reward them rather taking any actions.

Among 2 dozens highly corrupt IAS,IPS,TCS,TPS officials being known as Manik Sarkar’s close coterie and primary instruments in organized corruption, IPS officer K.Nagraj & TCS official Bimal Chakraborty tops the list with decades of mastery in organized corruption.

DGP K.Nagraj is such a corrupt official that CBI charge-sheeted in 2005, 2007, Andhra Pradesh Vigilance Dept charge-sheeted for various scams – in spite of all these chargesheets, Manik Sarkar promoted him as DGP of Tripura Police.

Finally, after Union Home Ministry terminated Nagraj’s tenure as DGP in Tripura by a strongly worded letter, then Manik Satrkar rehabilated K.Nagraj as Director General SIPARD (State Institute of Public Administration & Rural Development) located at Camper Bazar, outskirts of Agartala.

Manik Sarkar played full mockery of Union Home Ministry, CBI by posting Nagraj as DG, SIPARD and deprived many honest, upright officials.

Next is Manik Sarkar’s most trusted TCS officer and ex-BDO of Bishalgarh Bimal Chakraborty, who not only looted Rs 17 crores MGNREGA money to enrich CPI-M Party fund but Manik Sarkar & DGP K.Nagraj controlled Police Department failed to submit a proper chargesheet so that Bimal Chakraborty was let go free after 180 days Jail time in Bishalgarh Central Prison. As per Law, if Police cannot submit proper chargesheet within 180 days then Court cannot keep an accused behind bars.

So, Manik Sarkar again played mockery of Criminal Justice System and let corrupt TCS officer Bimal Chakraborty out of Jail just within 6 months and then reinstated this criminal into State Govt official service with full salary & benefits in ICA Dept as Asst Director.

In 2005, CBI had registered a case against the 1983 batch IPS officer of the Manipur-Tripura cadre for allegedly amassing property to the tune of Rs. 1.07 crore, which was disproportionate to his known sources of income. The case was registered by the CBI in 2007 when Mr. Nagraj was posted on Central deputation with the Central Reserve Police Force in Hyderabad. The final verdict has not yet been declared. 

The MHA has appointed the DG, Indo-Tibetan Border Police force (ITBP) to conduct the enquiry against Mr. Nagraj and has asked him to submit the report at the earliest.

On the observations of the Supreme Court,  even though MHA Chief Rajnath Singh told Tripura Govt to get rid of Nagraj, but it was not for the first time, but earlier also CM was suggested by the Union Home Ministry.

But question raises, why it took long 1 year to replace DGP K Nagraj for Manik Sarkar?

Apart from that corrupt officials GSG Ayyangar, S K Panda -- all are known as Manik Sarkar’s close coterie.

GSG Ayyangar has occupied Finance, Agriculture, RD all the impt depts, but all the depts are highly corrupted.

Former Chief Secretary S.K.Panda is responsible for misusing Central RMSA funds to promote his personal books and earning royalties via a tainted publisher Gnan Bichitra. Apart from that Panda is one of the main architects of 10323 Teachers recruitment scam.

Once again Manik Sarkar played full mockey of Prime Minister Narendra Modi’s Skill Development Mission and rehabilated S.K.Panda as Chairman of Skill Development Mission after his retirement – by doing so Manik Sakar deprived many upright Technocrats and Officials who were much deserved for this post.

Next is IAS officer GSG Ayyangar who is an epitome of corruption, nationally known for Hyderabad Lamplight timer scam but Manik Sarkar always kept him in plum posts in Tripura.

Andhra Pradesh Govt Vigilance & Enforcement V&E) probe into the timer scandal has nailed IAS Officer G S G Ayyangar as .the probe was initiated after the government ordered an inquiry into the purchase of 7,002 timer devices at an exorbitant price of Rs 8.12 crore by the Municipal Corporation of Hyderabad.

AP Vigilance Dept  has in its report recommended booking criminal cases against GSG Ayyangar which resulted Ayyngar’s expulsion from Andhra Pradesh. Vigilance probes are still continuing against most corrupt IAS officer GSG Ayyangar.

In Tripura’s history, Chief Minister picked such a tainted IPS officer for DGP’s post who  himself is under-trial and charge-sheeted by CBI in March 29, 2007 for corruption, disproportionate assets case of purchasing real estates by spending 500 times money than the Nagraj’s  known sources of income.

In 2015, TIWN reached out to CBI officials SP Vijay Bahadur and DIG Ashiwni Chand who led the investigation and filed chargesheet against K Nagraj for massive corruption.

CBI also found that Nagraj was operating as many as 16 bank accounts and three bank lockers.
Central Bureau of Investigation (CBI) on March 29,2007 charge-sheeted DGP of Tripura police K. Nagraj for possessing assets 500 times more than his known source of income.
Nagraj, an IPS officer of the 1983 batch of the Manipur-Tripura cadre, was charge-sheeted along with his father and brother in the court of the Special Judge, Hyderabad, for possessing assets in his own name as well as in the names of his family members.

CBI had registered the disproportionate assets case against him in 2005, filed  FIR.
Investigations by CBI revealed that during 1978 to 1997, the officer had acquired assets and incurred expenditure to the tune of Rs 83.42 lakh against an income of Rs 13.24 lakh from all his known sources of income.

“The officer was found to have possessed disproportionate assets to the tune of over Rs 70 lakh during the period that is to the tune of more than 500 per cent compared to the known sources of income,” said G Mohanty, spokesperson of CBI in 2007.

Nagraj had bought most of his properties in posh localities of Hyderabad and according to the prevailing market rate in 2017, their price would now run into Rs.100 to 120 crores.
“The properties acquired by him include a house and a plot in the posh Banjara Hills, flat in Yellarddyguda, a house and a plot in Jubilee Hills, flat in Somajiguda, Hyderabad, plots in GuttaluBegumpet, a shop in Abids and eight plots in Renga Reddy District of Andhra Pradesh,” a senior CBI official said.

Hyderabad real estate prices jumped exponentially from 1978 – 1997 to 2017 and current market approximate value estimate of Nagrajproperties :

1. A house and a plot in the posh Banjara Hills :Rs 24 to 30 crores approx
2. A Flat at in Yellarddyguda  :  Rs 2 to 4 crores approx
3. A  house and a plot in posh Jubilee Hills : Rs 29 to 35 crores approx
4. A flat in Somajiguda, Hyderabad :Rs 1.5 to 3 crores approx
5. Plots in GuttaluBegumpet (Rs 8 crores), a shop in Abids  (Rs 12 to crores)and eight plots in Ranga Reddy District of Andhra Pradesh ( approx. 14 crores).
All together Rs. 90.5 crores assets approx. – so K. Nagraj can be termed as one of the richest  and corrupt  DGP in India, which explains why Tripura's 'honest' Chief Minister chosen him for the DGP Post.

It is very shocking that CPI-M's so called Honest(?) and Poorest(?) Ex- Chief Minister Manik Sarkar always promoted corrupt officials - be it K Nagraj, G S G Ayenger or Comrade BDO Bimal Chakraborty or tainted Panda. 

In spite of his involvement in Rs 8 crore timer scam in Hyderabad and multiple scams in Tripura -G S G Ayenger has been given plum post in Delhi Tripura Bhavan.

Again, BDO Bimal Chakraborty was promoted to the post of Asst Director ICA although he too is allegedly involved in massive Rs 17 crore MGNREGA scam. 

Unless Chief Ministerr Biplab Deb boots out these corrupt coterie from Tripura Government - State Govt will remain a corruption den by these scam-masters and their extended circles.
