AGARTALA, Jan 16 (TIWN): Former Rose Valley agent cum Chit Fund tainted Tripura Social Welfare Minister Bijita Nath led state's Social Welfare Dept has left in pathetic condition. State's Social Welfare Dept has allegedly sent no utilization certificate since few years and as a result it's leading fund debacles among state & centre. Central govt is unable to release more funds for Tripura's Social Welfare Development as no Utilization Certificate the state had received, Union Minister Vijay Sampla told media here. Addressing a press meet, Vijay Sampla at Agartala Gitanjali Guest House said, "From disable children to SC, ST, OBC all are deprived of their rights under CPI-M Govt here even though 100 % funds are being given by the central govt. "It's the duty of the state govt to send the Utilization Certificates (UC). Also raising the demands on behalf of state is state govt's duty. No incident can be cited when Tripura Govt asked for funds but centre didn't release the fund", added Sampla.

"In 2016 for 21 types of disabilities the National schemes were upgraded. Total 1600 buildings across the country were developed with modern technology dedicated fully for special (disable) children. But unfortunately even though central govt had chosen 14 buildings for Tripura disable children but no estimated amount was sent to centre by the state govt. Without Utilization Certificates  how Central Govt can release the fund or take step", Sampla said.

 "Via NGO across the country anti-narcotic projects (Nesha-Mukti Abhiyan) are going on, but for that also Tripura Govt has remained cold. After terrorism, it's narcotic that is affecting our society and wasting country's youth power", added the Minister.

The Central Minister also expressed worries for Tripura's increasing cannabis business.

Adding to that Vijay Sampla also said that Central Govt has started rehabilitation project for the state in this regard, so that the narcotic victims after recovery do not go back to their earlier lives.

The Central Minister tomorrow will be visiting Unakoti Dist and various items will be gifted to the "Dibyangs". It will cost around Rs. 1 crores. Every year central govt via State gifts the items to the disable persons at 100 % central sponsored fund.
