14th Finance Commission won't allocate money unless State Govt regularizes Fixed pay employees

AGARTALA, August 13 (TIWN): Secretary General of Tripura Govt Employees' Coordination Committee Ajoy Biswas criticized the State Govt on its fixed pay recruitment policy. Indeed, state govt employees in Tripura recruited under fixed pay basis will be deprived of around Rs 45-55 lakh(each) during their service life. Apart from this they are being deprived of five yearly increment.

" The govt at present in Tripura by no means can be regarded a Communist Govt ; this simply a CPI(M) govt led by its leader. A Communist govt can never recruit employees under fixed pay salary structure. It is an exploitation and against Communist policy. Unfortunately this CPI(M) Govt’s leadership took a resolution in state cabinet that a state govt employee will be recruited in fixed pay basis and can only be regularized once he completes his five years of service. This means that in this five years state govt employees will be deprived and exploited from their rights," Ajay Biswas added.    

By giving examples the picture can be simplified. A Post Graduate Teacher(fixed pay) recruited by state govt is now getting a monthly salary of Rs 10599/- while a Post Graduate Teacher (regular) is now getting Rs 21283/- a month. A Graduate Teacher(fixed pay) is now getting a monthly salary of Rs 9199/- while a Graduate Teacher regular) is getting Rs 18645/- a month. A primary teacher or a Lower Division Clerk(fixed pay) of state govt is having his or her monthly salary of Rs 7779/- while a Primary Teacher or a Lower Division Clerk(regular) is now getting Rs 15037/- as monthly salary. Similarly a Group D employee(fixed pay) is now getting a monthly salary of Rs 5630/- while a regular Group D employee is now getting a monthly salary of Rs 11590/-. It is to be mentioned here that the figures have been calculated while keeping in mind the recent release of  7% Dearness Allowance and annual 3% increment( for regular employees). The figures in following clearly show the deprivation of fixed lay employees in regard to their salaries as on 12/08/2014:-

1) Post Graduate Teacher - Monthly Rs 10684/- and yearly Rs 1,28,200/-

2) Graduate Teacher-  Monthly Rs 9199/- and yearly Rs 1,13,352/-

3) UGT or Lower Division Clerk- Monthly Rs 7258/- and yearly Rs 87,096/-

4) Group D employee- Monthly Rs 4449/- and yearly Rs 48,480/-

    Reacting to such deprivation Ajoy Biswas told TIWN Correspondent over phone ," In the year 1980 the the Left Govt under Late Chief Minister Nripen Chakraborty recruited 200 teachers on fixed pay basis. Apart from being a CPI(M) MP in the Lok Sabha and party's state and Central Committee member I strongly protested the recruitment upon fixed  in the state committee meeting as I was also the Secretary General of Tripura Employees' Coordination Committee. But in that meeting all the party members supported Nripen Chakraborty's decision.Then in Party's next Central committee meeting held in Calcutta I raised the same issue. CPI(M) Central Committee instructed Nripen Chakraborty to regularize those 200 teachers immediately. Returning from Calcutta Nripen Chakraborty regularized those teachers. And since then Left Front Govt never recruited employees on fixed at basis. It was only when Manik Sarkar became the Chief Minister, he took the initiative by a resolution of the state cabinet to recruit fixed employees in fixed pay though it was purely against the ideology of the Communists.". He said that 14th Finance Commission won't take the fixed pay employees number in account while submitting its report to Central Govt. Criticizing this negative policy Ajoy Biswas alleged ," By giving almost fifty percent of the salary the employees , CPI(M) leaders are concentrating on raising their party funds."

 

      TIWN correspondent had telephonic chat with Leader of Opposition Sudip Roy Barman. Barman said," Central Govt has specific guidelines that no one can be absorbed as fixed pay employee. Nowhere in the country this is done. CPI(M) Govt in Tripura is recruiting the youths under fixed pay intentionally. 14th Finance Commission will submit its report to the Central Govt soon. It is high time that state govt regularize all fixed employees and make it a committed expenditure. Otherwise Finance Commission won't release funds as per the demands of the state govt because fixed pay employees have no records in A G. Unfortunately CPI(M) party has already started to blow the broken tape recorder of Deprivation as they did during the tenure of 13th Finance Commission."
