Cabinet all set to declare Grade Pay for the State Govt employees; declaration may come on 19th August

AGARTALA, August 12 (TIWN): Under tremendous pressure both inside and outside the party, CPI(M)'s headquarter Melarmath is learnt to have given the Green Signal to state govt to go ahead giving some financial benefits to state govt employees. According a top level Melarmath sources of TIWN it is learnt that Melarmath's dominant lobby has signaled Chief Minister Manik Sarkar to solve the employees' Grade Pay issue as early as possible. The sources hinted that state cabinet may settle the issue on 19th August in scheduled cabinet meeting to be held.

CPI(M)'s organization in H G B Road too is instructed to start campaigning on this issue. The organization under the banner of TGEA may bring out rallies in all the sub divisions with in a few days. And if the Cabinet declares Grade Pay , TGEA will bring out Thanks Giving rallies too. Preparations are now in full swing.

     The Melarmath earlier was not with the view to settle the employees' financial demands but party has been under tremendous pressure regarding the 10323 teachers jobs which have been declared cancelled by the Division Bench of Tripura High Court. Recently state govt has approached the Supreme Court of India through a Special Leave Petition. But party is not sure about the possible outcome of the case. A top level state committee leader told TIWN correspondent on Monday night ," The decision of the party has been conveyed to Manik Sarkar. Actually party is in doubt whether state govt will be able to get the verdict in its favour in the Supreme Court. At this situation resentment in the H G B Road organ too cannot be overlooked." Recently party witnessed that a large section of state govt employees are not attending organizational meetings and programmes. Since 2013 Assembly Election a major portion of emoyees have been showing their resentment against the state govt's intentional deprivation policies regarding Grade Pay and Dearness Allowance. Even in the recently concluded three-tier panchayat election opposition parties like BJP succeeded to get votes in Postal Ballots. This is really a cause of concern for the CPI(M). All these have compelled the party to come out positively.

      According to a top level leader of  CPI(M) state committee Melarmath has advised state govt to settle the issue in such a way so that there remains not much difference between the state and Central Govt employees in the basic pay. The leader also said," In his recent visit to Delhi Chief Minister Manik Sarkar sent some officials of the state to discuss the financial related matters of the state govt employees with the high officials of Ministry of Finance. The officials instructed the state officials to reduce the gap between state and central employees, else 14th Finance Commission will not give sanction as per state's demand. And this will be a real matter of concern for the state govt. Returning to Tripura Manik Sarkar informed the state committee about the latest development.

      On Monday a state Secretariat sources told TIWN correspondent ," Finance department officials are now busy in preparing the final draft. The officials have been asked to complete the draft before 14th August so that Manik Sarkar may inform the Melarmath before the official announcement." TIWN sources in the Melarmath said that in the recent meeting of State Secretariat committee was divided into two groups. One group advised to give arear from 2011-2012 financial year. But the highest lobby of the party is not in favour of giving arrear. However, the final decision will be taken on 14th or may even on 16th of  this month in Melarmath. But it is true that having been in backfoot regarding 10323 teachers jobs state govt in now under pressure from H G B ROAD group too eyeing major resentment among the employees.
