ADC’s massive corruption under CPI-M Era deprived Tribals : BJP's Political blunder in proposing ADC’s conversion to ASC (Autonomous State Council) may cost heavily in 2018 Election, CPI-M’s stance against separate State echoes majority sentiment

AGARTALA, July 15 (TIWN): Tribal votebank politics rather than any actual development for Tribals keeping ADC areas further backward. ADC (Autonomous District Council) creation to appease Tripura’s separatists fetched no benefits to State’s Tribal population other than wasting money on so called separate ‘Autonomous Administration’ which is nothing other than puppet in the hands of ruling CPI-M. BJP’s Thrusday announcement of proposing conversion of ADC into ASC / ISC ( Autonomous State Council / Independent State Council) is another political blunder to appease Tribal votebanks at the cost of majority Bengalees. Even though BJP aimed to hit CPI-M in Tribal appeasement but CPI-M’s masterstroke on Friday press conference opposing ASC/ISC positioned itself a champion for majority Bengalees. CPI-M actually no well wisher for Bengalees as Manik Sarkar's 1992’s statement caused Anti-Bengali propaganda and further fueled divisions among Tribals and Bengalees. Now tussles between BJP and CPI-M turning Tribal votebank into a political jackpot rather than actual development of TTADC areas. Due to corruption, even after decades long Central fundings of TTADC, basic amenities like Schools, Colleges, Hospitals remained in pathetic condition.

CPI-M controlled ADC turned a sanctuary for Tripura militants also proven totally a failed concept for development that not only kept Tripura's tribal far from the main stream but they were deprived of all the basic facilities for citizens in 21st Century.

Both deprivation, anti-Bengali propaganda delayed development in ADC, separate reserved placed ideas have proven failed concept atleast for Tripura.

Popular tribal leader from King's dynasty Jishnu Devbarma of BJP although has proposed a Autonomous State Council, but experts said that "State Council is nothing but will be like a Territory" that State had before 1971 merger. However, State council has good effects and bad effects as the territory people will have their own University, own Culture but main question is.... Will it work under the State’s corrupt Tribal leadership ? The status of Tripura will be like Andaman Nicoar Island or Lakhswadeep like territories as per the experts views ? Also questions raised who will train, teach in those Universities and will the tribal youths be able to fit with the 21st century ? How many years it will take to develop the Autonomous State Council. This things need to be discussed again along with limiting time that how many years the Govt will need then to develop the State Council ?

BJP has also proposed about ST backlogs will be fulfilled but under the confused "State Council" it has remained unclear that if State Council is for tribals how the backlogs will be filled up ? For example the State Council proposal says, 'Community Radio Centre and Doordarshan Kendra will be set up  within the Autonomous State Council'.... will the Bengali Youths can appear in that Radio Centre. Answer is "No". Then reservation will STs enjoy in Agartala Doordarshan, but they can not apply at ADC ? Or if they can how the "Culture Saving" issue will work.

State has witnessed enough violence and BJP's State Council may finally destroy the peace forever, even more dangerously than Tipraland agitations.

However, in this connection the Central Govt has not yet said anything as such things will be taken under consideration before Darjeeling like situation comes in Tripura. 

The Tripura Tribal Areas Autonomous District Council (TTAADC) Act 1979 was passed by the Indian parliament  but it actually came into being from 18 January 1982 and later it was upgraded under the provision of the 6th schedule to the Indian constitution with effect from the 1 April 1985 by the 49th amendment to the Constitution of India.  But the TTAADC eveafter ruling by Tribal leaders as Radha Charan Debbarma, no development could be brought here.

Although protesting against Tribal parties for a separate state’s demand the Left Front party always attempted to showcase itself as unbiased but actually same CPI-M instigated divisions among Bengalee and Tribals. 

Amidst all Tribal votebank politics, questions remain on why Tribal ruled ADC areas remained backward even after five decades and thousands of crores Central fundings ?
