AGARTALA, July 14 (TIWN): With the approach of assembly poll CPI-M's branch organizations are getting busy in raising party fund in as many ways as they can . And acting as a supplementary agency CPI-M's employees organ H B Road leaders have already started to pressurize the employees of thestate to make their compulsory contribution to CPI-M party fund. This year the H B Road leaders have been instructed to collect Rs 48 crore before 2018 Assembly Poll. In order to collect such huge fund H B Road leaders are leant to have asked all the state govt employees to contribute the extended amount of their salary (for the month of April ) to CPI-M party's Special Election Fund and that amount are to be paid with in 10th September 2017, a highly placed H B Road leader, who is utterly dissatisfied withthis instruction ,revealed this to TIWN on Thursday. As natural consequences the employees of the state are not at all happy with this new 'forman ' from leaders , who practically act as agents of CPI-M going against the interests of the employees . It is really very surprising that CPI-M leaders like Sitaram Yechuri and Md Selim , Suryakanta Mishra invariably speak against the employees deprivation in West Bengal and even against 7th CPC's proposals. But here in Tripura , where the Govt is led by CPI-M , the employees are the worst sufferers in the country.

And H B Road leaders are paving the way for this deprivation by mutely accepting this deprivation and rather forcing others to accept this. Since 1998 H B Road organs main functions have been as follows :-

1)     Forcing the employees to become regular subscribers of Daily Desher Katha, CPI-M's mouth piece

2)     To compel the employees to become subscribers of Amader Katha

3)     To raise CPI-M's party fund whenever it is inscructed

4)     To act as CPI-M's agency in all offices

5)     To demoralize the work culture in every office in the name of dadagiri patronized by CPI-M

       The helpless employees are made to surrender themselves to the H B Road leaders because it is known to all that whoever protest against them or utter any word against the CPI-M party he or she will have to sufferfrom mental or even sometimes physical harassment . More importantly the H B Road leaders use the weapon of 'Transfer to remote places ' to subdue the unruly (!) employees. As a result ofit  the employees are forced to pay to the leaders' instruction whenever they are asked to pay .

     However, quite contrary to the expectation of the organ , the H B Road leaders remain silent on following issues due to which the employees are suffering huge financial loss :-

1)     A direct loss of Rs 10 lakh in Gratuity for state employees while as per 7th CPC the Gratuity highest limit is Rs 20 lakh

2)     The office employees are now enjoying 30 days of Earned Leave as well as 12 days extra holidays a year due to state declaration of 4th Saturday as holiday.

 But the employees working as Teachers are jut availing 20 days to Earned Leave with no Second and Fourth Saturday as holidays

3)     As result of pay hike w.e.f. 1st April 2017 the employees will suffer a massive loss of Rs 60000 to Rs 9.5 lakh only as arear as the 7th CPC's effect was given from 1st January 2017 .

4)     Even in HRA while the Central govt decided to pay 30%, 20% and 10% respectively withot any ceiling , state govt is now giving only 8% of HRA with a ceiling of Rs 3000/

5)     At present the gap in Initial Basic of state employees in comparison with the Central Govt are as follows :-

a)     Group D -3960/-

b)    LDC/Pry Teacher -16630/-

c)     Graduate Teacher -21000/-

d)    Post Graduate Teacher -17220/-

It is really surprising that the H B Road leaders remain silent on employees related issues mentioned above . Most of the employees opine ,"H B Road leaders are now busy in extortion of money on behalf of CPI-M to collect CPI-M 's election fund . And we are made victims. "
