MP Jiten again playing with the emotion of 10323 teachers through social media ; CPI-M's tradition to blame Centre still on ; Why Jiten taking such negative approach ?

AGARTALA,April 18 (TIWN): Once again MP Jitendra Chowdhury came out in social media , this time also playing with the emotion of the 10324 terminated teachers. On Monday Jitendra Chowdhury made a Facebook post in his time line simply to raise a debate about Union HRD Ministry's relaxation given to West Bengal Govt regarding the TET guidelines in educational qualification as far as appointment procedure is concerned[ Sub-section(2) of section 23 of the RTE Act. Jiten categorically criticised the intellectuals having the opinion that Centre can't do anything regarding the relaxation in qualification in teachers recruitment especially after the Supreme Court cancelled the Special Leave Petition submitted by the state govt there by upholding High Court's judgement given on 10323. But the so-called intelligent MP Jitendra Chowdhury made a blunder by raising the issue of 'Relaxation in academic qualification by the Govt of Achche Din '.

      It is true that the HRD Ministry gave relaxation to professional qualifications in TET guidelines regarding the appointment of teachers . But there was no relaxation given to West Bengal govt regarding academic qualification. On 1st April 2015 Addl Secretary of Union HRD Ministry(Department of School Education and Literacy) Rina Ray issued a notification vide F.No.1-17/2010-EE4 regarding the relaxation given to the State of West Bengal stating :-

" In exercise of powers conferred by the sub-section(2) of section 23 of RTE Act, the Central Government hereby extends relaxation to the state of West Bengal in respect of minimum teacher qualification norms notified by NCTE as published in the Gazette of India vide No-2015 dated 25th August ,2010, in so far as they relate to classes I-VIII as under:

a) 2-year Diploma in Elementary Education (by whatever name known) for appointment of a teacher in classes I-V ; and

b) 1-year Bachelor in Education(B.Ed) for appointment of a teacher in Class VI to VIII. "

     However, Rina Ray categorically mentions that this relaxation was given purely on the basis of the following Conditions:-

"1) in the matter of appointment the State Government shall give priority to those eligible candidates who possess the minimum qualifications specified in the NCTE's notification dated 25th August 2010, and only thereafter , consider the eligible candidates with the relaxed qualifications specified in this notification

2) the state government and other managements shall ensure that teachers whose appointment under the relaxed qualification norms acquire the qualification specified in the TET conducted by the State Government of West Bengal in respect of teacher appointment made I the state upto 31st March ,2016 , namely -

1) For Class I-V Senior Secondary ( or equivalent)with at least 50% marks

2) For class VI to VIII - Graduation with at least 50% marks. "

     Thus, it is clear as day light that HRD Ministry had given relaxation for a period of 5 years only for the Professional qualifications; not in the minimum academic qualification for teacher appointment. But MP Jiten is trying to play an old and traditional political game of ' Centre's deprivation' and his soul purpose is to play with the emotion with the demoralized 10323 teachers.

   But the fact is that state govt of Tripura approached to the HRD Ministry only after the state govt lost the case in the Supreme Court. Quite shamelessly state govt of Tripura , through MP Jiten, is begging to relax minimum qualification of 50% marks upto mere 35% and this is quite astonishing.

      Now some questions definitely arise and these are :-

1) How many of the terminated teachers have 50% in Graduation or in Senior Secondary ?

2) Why didn't the state govt approach to the HRD Ministry before filing SLP in the Apex Court?

3) Why is Jiten trying to play such negative role though he knows that Centre cant we give relaxation to minimum academic qualification going against the Constitution?

4) Is Jiten doing all these things only with political intention ?

5) What will state govt if the eligible candidates with 50% marks in Graduation or Senior Secondary appear in TET to be notified within 31st May2017?

       The fact is that MP Jiten also knows that HRD Ministry may give relaxation to Profesional qualifications like BEd or Diploma in Elementary Education but not in respect of minimum academic qualifications. But at present he is trying to befool the terminated teachers playing a dubious game of criticizing the ' Govt of Achche Din' as he himself pointed out.
