AGARTALA, April 12 (TIWN): CPI-M’s shameful political defeat after Supreme Court’s verdict cancelling 10323 teachers illegal recruitment by Manik Sarkar Govt now forcing Tripura MPs to beg for Central BJP Ministers help. Having lost the legal battle of 10323 terminated teachers' jobs case in the Supreme Court ruling CPI-M had started to create a political scenario of putting the blame on the Centre to cover ManikGovt’scorruption . Recently CPI-M MP Jitendra Chowdhury raised the issue of giving relaxation to qualifications as has been made mandatory in the Right to Education Act 2009.

And on Tuesday, Tripura MPs led by Jiten met with Union HRD Minister Prakash Javadekar and sought one time relaxation to qualifications siting the lack of adequate number of qualified candidates possessing the required academic and professional qualifications.MP Jiten& CM Manik Sarkar lost all credibility among  the 10323 teachers. 

HRD Minister Javedkar already rejected Jiten’s request of relaxing qualification criterias as BJP leader Sunil Deodhar informed TIWN that ‘HRD Minister assured that no question of relaxing eligibility criteria of 10323 teachers.’ 

CPI-M trying to play political game after illegal recruitment scams were summarily rejected by Tripura High Court in May’2014 and Supreme Court in March’2017.

After the meeting with HRD Minister Prakash Javadekar,   along with Sankar Prasad Datta and Jharna Das Baidya , Tripura CPI-M MP Jitendra Chowdhury today made a Facebbok post in his time line saying ," TET - A pragmatic approach is required....

That suddenly the adequate number of candidates according to TET guidelines shall not be available in the state , which shall create a huge vacuum in the state education system and immense inconvenience to the students. Shri Javadekar has admitted that similar situations are prevailing in many other states . He has assured that us to convene a special meeting on this issue shortly and shall look into the matter judiciously  "

Interestingly soon after this post CPI-M supporters and a few Sub-Divisional Committees too started to spread these pictures along with their own comments simply to create an atmosphere as if CPI-M MPs led by Jiten has settled issue with the Centre, a tactic in which CPI-M has been successful for long during the Congress led Govt  untill Narendra Modi became the Prime Minister in 2014.

No one would have probably forgotten that in 2013 after hectic persuasions, the Centre allowed the Tripura Government to go ahead with the appointment process of Under Graduate Teachers (UGTs) without conducting Teacher Eligibility Test (TET), a mandatory provision of the Right to Education Act 2009.

After that TET relaxation School Education Minister Tapan Chakraborty informed the State Assembly said ," the Education department had received a letter from the Additional Secretary of the Ministry of Human Resources Development (MHRD) allowing one-time relaxation of TET.But, the MHRD did not give its consent to the minimum qualification of getting appointed as UGT . "

But violating the guidelines of RTE  and instructions of the HRD Ministry , state govt appointed more than 4700 Under Graduate Teachers among whom vast majority were simply Madhyamik pass, not HS(+2Stage) with 50% marks .

If this statement of Tapan Chakraborty was true, then why and how will HRD Minister give one time relaxation again to Tripura? Will it not be an unconstitutional on the part of HRD Minister? This is approach  nothing but an attempt of befooling the 10323 terminated teachers.

Even during the hearing of this case in the Division bench of the High Court comprising of the then Chief Justice Deepak Kumar Gupta, Advocate General Bikash Ranjan Bhattacharya accepted the HC's offer to resolve the case by appointing 55 unemployed who were denied jobs in spite of having all required qualifications and training simply on.  political ground. But the state govt refused the suggestions given by Bhattacharya, revealed a highly placed official in the Law Department . Quite naturally state govt lost the case simply acting on arbitrary manner. The HC Division Bench categorically termed Tripura Govt's Recruitment Policy as Unconstitutional.

State Govt filed SLP in the Supreme  Court challenging the HC's verdict but on March 29 Supreme Court upheld HC's verdict given on May 7,2014 there by terminating the 10323 teachers' jobs after 31st December 2017.

Though the state govt even CM Manik Sarkar stated that govt will stand by them but the 10323 teachers know that their future is in the dark and they are regrouping themselves to start agitation against state govt and even approaching the court going against the govt for cheating with them.

Realizing this state govt especially CPI-M party has started to present a political drama with an intention to combat the 10323 teachers as the party knows once the terminated teachers' start agitation the situation will be , indeed, critical for the ruling party.

Therefore, taking clue from Jiten many of the CPI-M workers and supporters started campaigning in the social as if the battle has been won and HRD Minister has agreed with Tripura MPs. But all of Tripura want to know the answers of the following questions:-

1) Why are MPs demanding for One Time Relaxation even after knowing that HRD Ministry cant act against the law?

2) Why didn't Tripura govt compromise with the 55 candidates who filed Writ Petition in the High Court?

3) Why did Tripura govt go with its own line though the HRD Ministry had not given any relaxation to qualifications regarding teachers' recruitment?

4) How can Central Govt give relaxation to Tripura only though it had not acted in the same line in case of other states?

5) Why didn't the state govt take any step to give the appointed teachers scope of acquiring professional qualifications during these years?

6) How can Tripura MPs shamelessly say that there is dearth of adequate candidates having required qualifications even after 24 years of continuous rule by CPI-M ?

7) Are not CPI-M party and state govt led by CPI-M responsible for the dilapidating education system in the state?

Just like Haryana CM Om Prakash Chauthala’s 10 years jail for involvement in teachers recruitment scam, Manik Sarkar certainly deserves to goto jail being the kingpin of 10323 teachers recruitment scam alongwith former Education Secretary Banmali Sinha, Chief Secretary S.K.Panda.

In the meanwhile in Delhi, MP Jiten & others begging BJP Ministers, fooling Tripura people to save CPI-M from 10323 teachers mass anger.
