AGARTALA, April 1 (TIWN): 10323 Teachers scam is not the only major scam from Manik Sarkar’s ‘scam-factory’ but corrupt CM used pet officials to loot MGNREGA funds. In a shocking display of abetting corruption, CM Manik Sarkar, Chief Secretary S.K.Panda meted out punishment to honest officials for auditing and leaking out Rs 17 crore MGNREGA Scam under Bishalgarh RD Block in 2014. The Director of Audit, Lalmuna Rokhum had been transferred from his post, demoted and was appointed as OSD of SIPARD Department. On Lalmuna Rokum's place, Chief Minister’s close aide Sahadeb Das was posted to take over the Charge so that no other scam will see broad daylight. On Oct 20,2014 Addl. Secretary R.P Dutta had issued a notification bearing the number F.6 (1)-GA (PNS)/13, focusing the removal of Director of Audit. However this corrupt, vindictive action of CM only intensified the lingering doubt that CM is more interested in hiding corruption and sheltering culprits, rather than punishing involved scamsters like BDO Bimal Chakraborty whom finally Tripura CM got released as CPI-M controlled Tripura Police failed to submit charge-sheets.

Chief Minister Manik Sarkar & 2014 era Chief Secretary S.K.Panda without any delay demoted and transferred honest & upright IAS official Director of Audit  Lalmuna Rokhum to the SIPARD Department in junior level, Sahadeb Das was transferred from the post of Additional Secretary of General Administration. On the other hand the then OSD of SIPARD TCS Officer Himadrish Debbarma was transferred to the post of Deputy Collector in the office of West District Magistrate.

In 2014, it was widely believed that Mr. Rokhum was given the punishment transfer and demotion for audit and  leaking the multicrore MGNREGA scam under Bishalgarh R.D Block.

It is to be mentioned here that after tremendous pressure from all corners and widespread media publication on the Rs 17 crore MGNREGA scam,  BDO Bishalgarh RD Block Subrata Das lodged FIR against the then earlier  BDO of the block Bimal Chakraborty in Bishalgarh Police station.

Police registered a case in this issue (Case no-135/14) under section 409 of IPC. The special Internal Audit Report of MGNREGA for the FY 2012-13 and FY 2013-14 massive misappropriation of more than Rs 17 crore was found. The special Internal Audit wad audited during 05/05/2014 to 30/06/2014.

In addition, Bimal Chakraborty is the brother of DYFI State Unit Secretary Amal Chakraborty. Apart from this another brother Kamal Chakraborty who was the Commandant of 11 BN TSR in 2014.

Scamster Bimal Chakraborty was appointed as a Panchayat Extension Officer in MataBari RD Block wayback in 1997 from the very beginning Bimal Chakraborty was under the scanner of his higher officials due to his corruptions and closeness to CM. But none could have done anything against Bimal as Bimal hails from a politically influential family of the ruling party CPI (M).

So, going by the actions, Chief Minister has been trying to conceal the scam of Bishalgarh RD Block.

Without arresting all culprits, some officials were merely suspended from their posts.

Finance Minister (FM) Bhanu Lal Saha and BDO Bimal Chakraborty were the kingpins behind the whole scam of looting Rs 17 crores MGNREGA fund but 'All are well' under guru Manik Sarkar's blessings..
