AGARTALA, July 11 (TIWN): Three unusual practices – mobilizing central paramilitary force, introducing secrete code on ballot papers and displaying all important phone numbers for citizen journalists to watch against any malpractice in voting are dominating ensuing three-tire Panchayat poll in Tripura slated on July 15.

After a humiliating loss in just concluded Loksabha poll, leftists’ last bastion Tripura is going to hold most crucial Panchayat poll where almost half of the electorates will cast their ballot for rural governance.

There was an impending threat for opposition parties that the ruling left front will utilize it’s administrative machinery to capture the village Panchayats – considered to be the power house of CPI-M but it gets fade when state election authority wrote Chief Secretary over movement of ministers, MLAs and other policy functionaries during election.

“This is for the first time, election authority has issued restriction for the ministers in movement as well as in contacting the BDOs and SDMs well-ahead of polling and counting of votes,” said a senior official of the administration.

There was a long persuaded allegation against the civil servants of the state that during poll the party in power always adopts a tactics to win the elections either by luring the middle and field level officers or threatening them but this time it does not work much, the official stated.

He however, appreciated move of the state election authority regarding codification of ballot papers to be used for election and said: “The election commission used a secret code for each of the polling station and all the ballot papers carrying a unique number, which will be intimated to the commission in detail before polling party starts moving out.”

At the counting, Returning Officer of the particular hall has to keep the record of ballot with him and at any dispute related to polled ballot can be verified on the spot besides, at least 4 video cameras in a hall will be operated to capture each and every sequences non-stop and if anyway it disconnected at any moment will be considered as tempering and RO will be held responsible.

Similarly, for the first time 1700 BSF men are brought for Panchayat election in Tripura to ensure fearless casting of bullet and also the state election authority asked all BDOs and SPs to display the phone numbers of all the concern officials to encourage citizens to complain if any kind of unethical action they find in the polling station.
