State Govt employees deprivation continue : tightwad Manik Sarkar's 'moonshine’ to Govt Employees ahead of Assembly Election ; raised issue of implementing 7th Pay Commission with ‘Modification’ but no actions

AGARTALA, Dec 13 (TIWN): As Assembly Election coming closer Tripura Govt has kicked off its journey for Govt Employees’ Vote Banks. In a Press meet led by Govt Pensioners’ Association Tripura (GPAT) the issue of 7th pay commission although was raised, whereas nothing was clearly said about the implementation of 7th Pay Commission. In the press meet Dilip Ranjan Das General Secretary of GPAT told media that they have many demands to the Central Govt as well as to Tripura Govt and in this regard protests will be held in various places of Tripura on Dec 18, where pensioners’ demands as well govt employees demands will be raised together and many other state issues also will be placed before CM Manik Sarkar.

Das further said, “No state has implemented 7th pay Commission yet. Due to fund insufficiency created by the Central Govt such situation has been aroused here”. “Extra fund for Northeast has also been omitted, which has created more fund crisis”, he added.

However, Das didn’t mention that Assam also being a northeastern state Assam has announced 7th Pay Commission, whereas Tripura Govt yet to implement the 6th Pay Commission.

“We talked to the Finance Minister and he has confirmed that as soon as the fund will be sufficient Tripura Govt will implement 7th pay commission”, Das added.  

It’s worthy to mention here that whereas Tripura govt neglects the idea of implementing pay commission at here, on the other hand Assam Govt which came in power just before 6 months after the election result of 19th May, has announced about the implementation of pay commission.

Assam government announced that new pay commission is likely to be implemented by April next year.

The minister said that financial implication for 2017-18 is estimated to be Rs 3,238.28 Crore, of which Rs 2,942.07 Crore is for the revision of salary and pension, including Rs 60 Crore for the additional quantum of pension recommended for pensioners above 80 years of age.

State government has constituted a committee to study the various aspects of the 7th pay commission. State cabinet will examine the same on February.The pay commission has recommended 2.62 times hike in minimum pay prescribed by the 2008 Assam PayCommission. The commission has recommended that minimum pay will be Rs 15,900.

In 2008 Assam Pay Commission the minimum pay was Rs 6000. The commission has recommended city compensation allowance for employees working in Guwahati.

About Tripura’s pay commission recently Tripura Trinamool also raised voice. In a press meet TMC leader Sudip Barman said, 

Tripura State Govt employees fates have remained in garbage even-after waiting for long 23 year, Tripura govt again declared not to implement pay-commission in state due to fund crisis.  In a recent development it has been known that whereas all the Northeastern states are implementing 7t Pay Commission, Left-ruled Tripura & Congress-ruled Mizoram has delayed the 7th Central Pay Commission (CPC) recommendations for their employees. Central Govt paying the full salary to Tripura Govt employees, but Manik Sarkar giving half of it, saying the half money they are using for other welfare, whereas RMSA working staffs lost their jobs but Tripura govt could not ensure their jobs with that hefty money.

The whole Northeast, other parts of India are enjoying the full salary but there is no relief for the Tripura state govt employees from their everyday crisis due to the poor pay scale, less DA with much gaps with the Central Pay scales.

Even after High court orders to clear 31% DA to the state government employees, Tripura government once again in the cabinet meeting deprived its employees by giving only mere 4% DA.

 It is to be mentioned here that Tripura High Court has ordered the state govt. to pay 31 % DA unless the govt. here doesn’t take any proper DA system and Pay Commissions implement. High Court Judge Subhashish Talapatra in a divisional bench announced it. Court has ordered to give the 31 % DA since 1/1/2009 to 27/8/2011, in 3 installments. So the first instalment will be started from 1/7/2016. By increasing 4 per cent DA for the pensioners and state government employees the difference between the state and central employees still remained at 42%.
