Trouble for TSECL as ARR not finalized

AGARTALA, June 13 (TIWN): All is not well in the power sector with Tripura State Electricity Corporation (TSECL) failing to submit Annual Revenue Requirement (ARR) for the year 2013-14 FY.The ARR, considered balance sheet of a company, was supposed to place before Tripura Electricity Regulatory Commission (TERC) seeking hike in the power tariff for the 2014-15 FY. But it has not been possible due various problems including elections one after another.

“We have not been able to finalize the ARR yet though it was supposed to be placed before the TERC well before March, last year. After Lok Sabha elections, the state goes to another round of elections- three-tier panchayat which has been hampering the official work badly. The submission of ARR is still doubtful”, said a senior official of TSECL.

He admitted the delay in submitting ARR will have a negative impact because the revision of old tariff is not possible without prior approval from the TERC. Even after submission of ARR, the TERC will take time to examine the ARR before declaring the revised power tariff.

The hike in the power tariff is inevitable as the Corporation is making huge loss due to hike in the price of natural gas by the Centre.

TSECL's expenditure for national gas has gone up to Rs 15 crore from Rs 5.50 crore per month after the hike which led to huge revenue deficit over the past several months.

According to him, the loss of the corporation has increased to Rs 96 crore during 2010-2011 financial year mainly because of hike in the gas price. Despite repeated appeals by the state government, Centre did not pay heed to reduce the gas price in spite of the fact that 90 per cent of state's power projects depend on natural gas, Dey told reporters.

In the last year, the TERC had approved an average of 21 percent hike in the power tariff triggering uproar among consumers. In spite of the hike, TSECL’s loss has been swelling with every passing year.
