AGARTALA, Oct 23 (TIWN): In the name of Capacity building, Tripura Govt. has failed to line up digital connectivity even after 8 years. Now the BJP led Central Govt. has increased the deadline upto 2017. The Capacity Building (CB) is a Project which was sanctioned by the Govt. of India for Tripura initially for 3-year period at a total cost of Rs.7.36 crores on 26th February in 2008, which had been extended till Jan 9, 2015. But, now the project has been further extended up to March 2017.Tripura Govt. which keep who is extending the project years after years, it’s doubtful whether the project will get a shape by 2017 or not. Tripura Govt. also claims that under Capacity Building scheme, Govt. of Tripura has appointed an advisory body called State e-Governance Mission Team (SeMT) to assist the state in the so called Capacity Building.

The project includes trainings like ‘IT Security Policy’, ‘DPR/ RFP Preparation’, ‘e-Procurement’, ‘Project Management’, ‘Business Models & Public Private Partnerships’, ‘Change Management’, ‘Government Process Re-engineering (GPR), ‘e-Governance Project Life-cycle’ etc. other progressive action plans like ‘District wise ICT training centre set up’, ‘NE capacity building’, ‘Capacity building initiatives for ST/SC officers’, ‘Capacity building of common citizen of Tripura’ and Other Misc capacity building activities are also included under the project.

Now Tripura is undergoing the second phase of Capacity Building with Modi Govt.’s Digital India vision.

Capacity Building Phase II under Digital India, which is a continuation of Phase-1 with added focus on Central Line Ministries has been failed to upgrade Tripura under the lameduck Industry Minister Tapan Chakraborty.

One of the key points of 2nd phase of Capacity building is strengthening of Training Institutions in States.

The major Training and Development Initiatives must have:

1. Development of competency frameworks, training guidelines, content, case studies etc.

2. Developing a pool of certified trainers,

3. Develop Online and Web Based Training and set up Learning Management System,

4. Certification programmes for specialized/key roles,

5. Specialized training programmes (STeP), CIO training, Technical training and Thematic workshops,

6. Apex/Policy Level Sensitization and Awareness Workshops (Leadership Meets),

7. Knowledge Management Framework for e-Governance.

 In Industry summit, it was said in the conclusion day that the hilly regions including Tripura is in bad shape in case of digital connectivity, as well as Physical connectivity.

As per Govt. data, Tripura has been given one more year to finish the first phase of Capacity building following the Digital India guideline. But the Industry Dept. has so far failed to connect the state digitally, says report. Minister Tapan Chakraborty although on Wednesday, couldn’t say anything about E-Governance development under his Ministry, but at Industry summit Chakraborty claimed high about capacity building under E-Governance.

Although claims about E-Districts are made, but in reality Tripura is just handicapped in IT & digital-moves.
