AGARTALA, Sep 19 (TIWN): A "Special Meeting on Promotion of Research and Development in Pulses for NEH States was organized Pragna Bhawan for discussion and finalization of Programmes on Pulses for NEH states.

Indian Institute of Pulses Research (IIPR) was established as national Institute by the Indian Council of Agricultural Research (ICAR) for basic, strategic and applied research on major pulse crops. The Institute is involved in generation of basic information, development of high yielding varieties and appropriate production and protection technologies, production of breeder seeds, demonstration and transfer of technologies, and strategic coordination of pulses research through wide network of testing centres across the country.

The programme also focused on state level farmer’s met. However, Naresh Jamatia’s day long absence created resentment, whether the organizers were saying that the Minister is coming ! Such negligence shows Tripura CPI-M Minister’s interest for upgrading Agriculture with proper technology.

Modi government is trying to move towards development with Make In India project. But here Tripura’s agriculture is facing challenges due to lack of inspiration. The irresponsible Ministers who has no time-table sense to attend in the yearly farmer’s meet how can lead the farmers of the state. In his Forest Dept. also negligence has hit the administration.

The farm ministry has unrolled a revitalised insurance scheme for farmers, moved fast on a proposal to electronically link 585 wholesale food markets and increased support prices in deficient crops, such as pulses.

By using new technologies Central govt. is decided to bring revolution to the farms. But under Tripura CPI-M era, technology training is yet to be  used properly in various projects.

It’s worthy to mention here that Jaitley at parliament during the announcement of the 3rd Union budget said that the Govt. has focused on 9 pillars which are to be set up in India for its overall economic development.

With a special focus on agriculture, Finance Minister Arun Jaitley in his Budget 2016  allocated Rs 35,984 crore for agriculture in 2016-17. “We are targeting Rs 8.5 lakh crore of agricultural credit in 2015-2016 and Rs 9 lakh crore in 2016-17," he said. 

The 9 pillars are : 1. Agriculture and farmers' welfare, 2. rural sector, 3. social sector including healthcare, 4.  infrastructure,5. financial sector reforms, 6.ease of doing business, 7. fiscal discipline, 8. tax reforms 9. education, skills and job creation to reduce compliance burden.

Total allocation for farmers’ welfare is Rs. 35,984 crores. The budget was rather rural centric as govt. has announced for Agriculture with Rs. 17,000 crores investment, which means 86,000 crores in 5 years to make India food sufficient. But unfortunately, Tripura apart from few awards could achieve nothing.

But Tripura’s famers being unaware of any technology undergoing heavy loses & due to corruption, negligence of govt. officials in Tripura’s various departments has left Tripura’s economy far behind development.
