AGARTALA, Sep 14 (TIWN):SIPARD conducted a 5 day training programme in collaboration with NIRD & Guwahati on Geo Spatial technologies for planning & management of MGNREGA from 6th Sept. to 10thSept. But surprisingly,the main object of the effort was to acquaint the field level functionaries but the selected persons were from Chief Engineeroffice, Superintending Engineers office, Division office , whereas from Blocks nobody was present in important programme. The engineers who were selected from RD Dept. SuraktimGoshwami, Pavel Das, Soma Pal, GajendraMalakar, Himangsu Debnath, Subhashish Majumder, Mintu Debnath, Biswajit Chowdhury, Bijan Kr Dey, SaumenKanti Ghosh, Rajib Dey, AmlanJyoti Das, Sangita Das, Sukanta Pal, Supriyo Saha, Dipankar Ghosh, Manojit Debbarma Shah Alam, Pradip Debnath, Kuntal Das, Biswajit Sarkar, Amal Kanti Tripura, SubhankarDasgupata, Manoj Debbarma, Raju Debnath, ChiranjitAcharjee, Santunu Bhattacharjee, Surajit Debbarma, Pradipta Nag, Subrajit Das, Saradindu Sarkar, Paritosh Das, Sumit Chandra Nath—but none of them belongs to any Block whereas all of the training were focused on Field Development work.

SIPARD or State Institute of Public Administration and Rural Development is a training institute dedicated to public administration and rural development in Indian state of Tirpura. But in that 5 day training the field level functionaries as were missing.

However, this is nothing new for Tripura MGNREGA’s golden history, as already the Principal Secretary of RD Dept. GSG Ayyangar received many notices from the Central RD Joint Secretary Aparajita Sarangi for irregularities of Tripura RD Dept. many times brought major embarrassment to the state.

RD Dept. joint secretary Aparajita Sarangi issued bundles of warnings letters to Tripura Govt. with full proves & details of State Govt’s negligence in MGNREGA implementation, which was discovered by Union Rural Development (RD) Ministry office.

Union RD Ministry after issuing notice asked the state govt. to reshape the work of MGNREGA and to fill all the gaps came out during investigation. Also she asked reason behind such gaps?

In the year 2015-2016 FY, work competition rate under MGNREGA was shown as 83.79 percent, but in actual it was only 36.4 percent. Sarangi’s letter fall as a bomb to Tripura’s Finance dept. and spoiled all Fake-Good-Reputations of Tripura about MGNREGA.

After Bimal Chakraborty’s case no lesson was learnt by Tripura RD Dept. and rather it was busy to buy awards with many Fake Documents & with the help of few corrupted IAS officers.

Former Gomati Dist. DM SonalGoel, who was a noted expert in making fake claims for promotions & prizesTripurawas achieving many awards for MGNREGA but ground reality is completely different.

But after thosewarning letters, not only Tripura’s reputation was damaged but with that Aparajita Sarangi and many Union RD Dept. officials have visited State to inspect the condition of Tripura’s development status under Central Govt.’s MGNREGA fundings.
