AGARTALA / KOLKATA / NEW DELHI, July 23 (TIWN): Orissa Govt Vigilance arrested suspended Tripura cadre IPS officer, Joydeep Nayak from Ghaziabad in Uttar Pradesh (UP) on Saturday. Nayak is facing charges of misappropriation of Government money to the tune of Rs 88 lakh. He remained elusive since June 23 after he was named as the prime accused in a corruption case in the SC and ST Protection Cell. Nayak was on inter-cadre deputation to Odisha and posted as an IG Police of the Cell.Nayak was produced in the Ghaziabad CJM’s court which his transit remand. A Vigilance team will be escorting him to the State Capital today, sources said. Nayak has been booked under Sections 13(2), 13(1)(c) (d) of the Prevention of Corruption Act and Sections 467, 468, 409 and 120-B of the Indian Penal Code.Nayak, who headed the SC and ST Protection Cell, is charged with showing undue favours Axis Computers, a Cuttack-based private firm, which imparted training to 6,000 SC and ST students of Nuapada. The private firm allegedly furnished fake documents such as bills while utilisation certificates were also fabricated, he added. Orrisa Vigilance was asked to inquire into the matter after a special audit ordered by the State Government found glaring loopholes in the computer training project.

Due to Manik Sarkar’s two decades of paid media exercises and pocketing most of the Tripura based national media journalists with the lure of cash, showering Govt accommodation to jobs for their wives, so coconated ‘CLEAN’ image is created nationally about the “poorest” CM Manik Sarkar and his ‘peaceful’ State.

However, since decades, behind all the “peace” there are massive corruptions engineered by Manik Sarkar’s pet IAS, IPS officials to benefit CPI-M party.

Nationally tainted, blacklisted IAS officials like GSG Ayyangar, IPS officials DGP K.Nagraj, IPS Joydeep Nayak are all samples of massive corruption in Tripura Govt and backdoor patronage by Tripura CM.

In Orissa,five others, including an Aditional SP-ranked officer Basant Kumar Pradhan and stenographer of the SC and ST Protection Cell of the HRPC have already been arrested by the anti-corruption wing in connection with the case. A day after the arrests, Nayak who was reportedly undergoing treatment at Safdurjung Hospital in Delhi, remained untraceable, Vigilance Director DR RP Sharma said.

He was working as Officer on Special Duty (OSD) at the State Institute of Public Administration and Rural Development in Agartala after his repatriation to his parent cadre in December last. He had filed an anticipatory bail application in the High Court on June 27. Nayak, a 1991-batch IPS officer was suspended from service by the Tripura on July 8. 

Vigilance probe found Principal Secretary GSG Ayyangar pocketed 4 crores in Hyderabad timer scam, DGP K.Nagraj was charge sheeted by CBI on March 29, 2007 for amassing crores in real estate, then corrupt IPS Joydeep Nayak vanished Rs. 88 Lakhs Govt SC/ST funds. These all tainted officials are hand-picked by Chief Minister to head various key posts in Tripura.

Tripura CM’s penchant for corrupt officials pushing State towards dark era with corruption in every Govt Dept, resulting poverty, unemployment, embezzlements of Central Govt funds.

CBI Filed chargesheet against Tripura DGP K.Nagraj IPS on March 29, 2007 for  amassing assets disproportionate to his known sources of income. Prior to that CBI had registered the disproportionate assets case against him in 2005, filed  FIR. CBI on March 29,2007 charge-sheeted K. Nagraj for possessing assets 500 times more than his known source of income.

Andhra Pradesh Govt Vigilance & Enforcement V&E) probe into the timer scandal has nailed IAS Officer G S G Ayyangar as .the probe was initiated after the government ordered an inquiry into the purchase of 7,002 timer devices at an exorbitant price of Rs 8.12 crore by the Municipal Corporation of Hyderabad.

AP Vigilance Dept  has in its report recommended booking criminal cases against GSG Ayyangar which resulted Ayyngar’s expulsion from Andhra Pradesh. Vigilance probes are still continuing against most corrupt IAS officer GSG Ayyangar.

Manik Sarkar's another close official Tripura-cadre IPS officer Joydeep Nayak, facing arrest on corruption charges in Odisha, has been suspended from the service for his alleged involvement in siphoning off Rs 88 lakh meant for the computer education of SC/ST students and self help groups (SHGs).

Under Manik's regime, long enduring frustrations of youths due to unemployment, Govt employees frustration due to poorest pay scales. Youths here although have accepted life’s depression as natural and Manik Sarkar successfully made the people of Tripura to understand that Tripura is a still a far better state than at least other poor states as Bihar, Jarkhand etc. under Manik Govt. since 23 years.

Tripura joined with India in 1949, after that 65 years have been passed, but till day no proper Medical Care / Hospital or pure Drinking water or Employment generation.

Moreover, whatever good things are made with Central Govt funds in Tripura, but due to lack of maintenance everything got spoiled and thus everywhere there is a dull, lifeless situation prevailing over the whole state. The road-ways of Tripura like NH-44 are in worst ever condition since Independence. Surprisingly, instead of going with the 21st century's trend of IT to Industry to uplift economy, Tripura CM shows no interest in private companies or investments. Manik Sarkar's ultimate goal is producing more unemployment, hapless youths, who in turn will have no other options other than serving as lifelong CPI-M cadres.

It’s National Highway 44 has become a death trap in every parts of the state and instead of opposition and various media’s protest the condition remains same as Ministers, CPI-M functionaries prefer to travel by Helicopter everywhere.

However, Tripura also stands 4rth in crime against women. But the 'poorest' Chief Minister remains silent. He utters neither bad nor good of this lawless situation. Infact during his speeches he always scolds the system of the state, and also blames officers for not doing their duties properly. But still Tripura’s condition is just not developing.

Price of daily commodities here too high. But source of income is very less. From Doctor to Engineers, Lawyers, Professors, Teachers everyone’s common profession is private practice to earn extra cash to support expensive livelihood. Many engineers, who could not manage a job outside the state, they depend upon the private tuition. Tripura has no big industry, that is the most problem.

Lastly, now if one analyses the achievement of Manik Sarkar, it will come out that Tripura’s poor and middle class people’s Rs 1172 crores were  looted by Chit Fund groups like Rose Valley, Sarada etc but unfortunately hater of capitalism Manik Sarkar  himself was present in the inauguration programme of Rose Valley Park.

In another event Tripura Govt. distributed jobs without maintaining the recruitment policy, and after few times in total 10,323 teachers jobs were cancelled by Tripura High Court. The case is still hanging in Supreme court.

Hence, corruption and politics remains everywhere, but every generation deserves few developments which is lacking in communist ruled Tripura, whereas Tripura has huge talents but no employments. As a result, one of the most frustrating state in India is Tripura with lowest incomes, high prices, lack of employments, failing law & order, addictions, rising crimes and suicides.
