TIWN July 23, 2016

AGARTALA, July 23 (TIWN): Whereas the central sponsored rural development projects in Tripura have been failed to bring out development across the state, Tripura Govt. has asked the central govt. to sanction the remained fund which the central govt. yet to release for RD Dept.
In a Govt. release State Govt. has said about the meeting held between Tripura MPs with Union Minister of Rural Development Narendra Singh Tomar at his Parliamentary Office. Jitendra Chaudhury, Shankar Prasad Dutta and Jharna Das Baidya were called on to discuss upon the pending issues of Tripura in c/w PMGSY works. However, during the discussion meet between Tripura MPs and Union Minister MPs cried over the unsanctioned funds which stands almost Rs. 958 crores.
Whereas Tripura’s roadway is deplorable in everyway MPs claimed that Rs. 130 crores extra cost was done by the state Govt.
The MPs although apprised the Minister that till date 1,344 roads/projects (length wise 4,799.197 kms. has been sanctioned by the MoRD, but due to less flow of fund, since 2014-15 onwards, number of projects are remaining incomplete and half done. Tripura Govt. also alleges the rural roadways and other works are in deplorable shape due to irregular fund sanction.
The incomplete projects include RCC and Steel Bridges will not be possible to bear for the state govt. to complete the work.
Whereas total amount Rs.2189.44 crores was released by the Central Govt. , state govt. blames that MoRD is yet to release Rs. 826.94 crores.
According to Tripura Govt. during the year 2015-16 total 357.26 km has been constructed, against which payment of Rs. 421.25 crores has been made, the release from MoRTH was only Rs. 264.54 crores. Moreover, it has been claimed that the State Government has already released Rs. 26.00 crores for Tripura Rural Road Development Agency (TRRDA) has also submitted the UC of 421.25 crores. Hence, total dues of FY 2015-16 are Rs. 130.71 crores.
Now question arises, whereas MPs are crying over (Rs. 826.94 crores + Rs. 130.71 crores)=957.65 crores, how much development Manik Sarkar could brought with the rest of the sanction which is 2,453.54 crores?
In 2015 under the govt. audit director in 19 blocks audit are done, but the 36 blocks are left without audit, among them in 3 blocks govt. has done special audit. The 3 blocks are: Bishalgarh, Rupaichari and Pehcrathal. Moreover, Central Govt. many times issued letter for many incomplete works, and unrecorded fund utilization under TRRDA.
