Tripura lacks fiscal management of Central Govt funded projects : CPI-M Govt embezzled hundreds of crores to enrich party leaders : NITI Aayog to scrutinize no-performer states

AGARTALA / KOLKATA July 19 (TIWN): Tripura’s rampant corruptions on all Central Govt funded projects caused State’s backwardness in every sector from Education, Health, Roads, Infrastructures. Manik Sarkar guided CPI-M Govt institutionalized corruption on MGNREGA, NHM, RMSA, Mid-Day meal schemes to every CentralGovt funded projects. Tripura miserably failed in fiscal management with all central aided projects. The NITI Aayog's major agenda is "cooperative federalism" but states will have to ensure their own fiscal management for implementation of central programmes, a member said on Monday at Kolkata. So far, no political leader from Tripura BJP took any serious steps against CPI-M Govt on massive looting of central funds. It is to be mentioned here that Congress and TMC filed two separate Public Interest Litigation(PIL) in the Tripura High Court demanding CBI probe in the multi-crore MGNREGA scam in Bishalgarh R D Block.

But BJP is yet to come out so strongly against the CPI(M) ; a surprising stand taken by the state unit of BJP in comparison against its WB unit.

According to member Vijay K Saraswat, the "tweaking" of plans for various central programmes have to be done within the state's "economic framework" and states need to prioritise accordingly and opt for the right "balance" through fiscal management.

Tripura CPI-M Govt’smulticrorecorruptions :

1) Looting of Rs 50 crore from MGNREGA fund in which Comrade BDO Bimal Chakraborty, who is the brother of DYFI state Secretary Amal Chakraborty, is the prime accused

2) Rs 40 crore scam on NRHM in Kailashahar

3) Rs 90 crore scam in NH44 construction ( alleged that the construction agreement was given to BRO in Rs 90 crore but it can be completed in Rs 10 crore. Obviously the lions share of this money went to the party in power)

4) Rs41 crore scam in Rupaichhari R D Block

5) Rs 25 crore scam in Teliamura R D Department

6) Rs 35 crore scam in Kailashahar Horticulture Department

7) Rs 15 crore scam in Agri Superintendent Office at Mohanpur( regarding the buying & distribution of potato seeds).Bijoy Roy, Store Keeper has been suspended

8) Rs 3 crore scam in Bamboo Project( jungle cutting) in Kadamtala

9) Rs 5 crore scam involved in the construction of Kadamtala Hospital

10) Rs 2 crore scam in Tripura Apex Fishery( purchasing of dry fish, limestone, fish food)

11) Rs 2 crore scam in purchase of watermelons plants

12 Rs 1.crore looting in Mekaghar R D Block's Golden Jubilee Celebration

13) Rs 1.82crore scam in Memaghar R D Block(Assement Year 2011-12)

14) 1.27 crore scam in Udaipur Municipal Council.

15) Rs 5 crore RMSA scam

      Now the the questions that will definitely arise from these statistics ( these are not fabricated but purely known from the Internal Audit Reports) are :-

1) Why is the Enforcement Directorate(ED) silent in corruption issues in Tripura?

2) Why aren't influential persons are not interrogated or called for interrogation?

3) Why is CBI so mute about Tripura and too much vocal against the suspected persons including heavy weight politicians in West Bengal?

4) Is there any unholy ' behind the curtains deal' between the CBI Incharge for NE Region and State Govt especially with the honest (?) CM Manim?

5) Why is the BJP state unit not so much attacking against this corrupt govt and against corruption isuues?

6) Isn't the Centre playing a double standard role in case Tripura and West Bengal?

Moreover, no one from Tripura BJP has filed any PIL in the HC demanding CBI probe in all the blocks to see whether there is any defalcation in utilization of funds allocated under various Centrally sponsored schemes. Significantly the MGNREGA Act itself state ," Not only in any defalcation but even a delay in submission of utilization reports but Implementing Officers(IO) gives the Centre the right to interfere." But the Centre hasn't yet shown any positive step in this regard. Inspire of such massive looting since May 2014 to November 2014 centre has sanctioned Rs 386 crore under MGNREGA to Tripura.

NITI Aayog already started scrutiny of central fund utilization by various State Govt, mostly focused on non-performer States like Tripura.

"If there's a burden of 35 years of misrule what can we (NITI Ayog) do? If a father has left his child with debt what does the child do? He works hard to repay and does not go to neighbour to repay," he said on the sidelines of an interactive session organised by the Calcutta Chamber of Commerce.

Saraswat also dismissed Bengal's Chief Minister Mamata Banerjee's comment that states have less opportunity for discussion of states' issues.

"We are interacting practically with every state. There is a planned focus for each state in the various programmes of the central government. If the states have any issues for what kind of template to be followed or kind of customisation is needed for implementation of central programmes, we are interacting with them," he said.
