AGARTALA, July 15 (TIWN): Tripura High Court Judge Subhashish Talapatra in a divisional bench announced on June 18 to pay 31 % DA to the Govt. employees but the state Govt. so far has remained stick to its own decisionto deprive the employees. Like a beggar the Govt. has given 4 % DA, after it gave 5 % DA in January. Whereas the High Court had ordered to give the 31 % DA since 1/1/2009 to 27/8/2011, in 3 installments but the state govt. has decided to deprive the public. Last time for the increasing 5 per cent DA for the pensioners and state government employees the difference between the state and central employees still remained at 50 per cent, now it has gone to 42 %. But once the 7th Pay Commission will be implemented at Central the gap will be alteast 51 %. In the last FY Govt. has given total 9 % DA whereas Central is going to launch another Pay Commission. But question arising from the different sections of people that when the pay Commission will be implemented in Tripura? Wheras the Central Govt. is to impleneted 7 pay comsion, Tripura CPI-M Govt. in it’s 23 years of regime didn’t implement a single Pay Commission till day.

Whereas all other North Eastern states Govt. employees are getting Central pay-scale but in Tripura the govt. employees getting almost 40 to 60 percent less salary than the central govt. employees.

With that the central govt. is to follow the 7th pay commission, but Tripura govt. has no concern to maintain the balance between state-central budget.

Presently state govt. has found another way to delay the matter in the name of pay-commission, whether without pay-commission also govt. could make its employees happy by increasing the DA.

According to the expected calculator on 7th pay commission:
1. Uniform 2.86 Multiplication Factor
2. HRA remain unchanged
3. Reintroduction of CCA (performance base)

But in Manik Sarkar’s era, Tripura Govt. employees are deprived of everything. Neither the state govt. is ready to increase the DA, nor it will set up the 7th pay commission.

Because, if the 7th pay-commission once initiated, then the state govt. has to give the equal salary with central. According to the 7th pay commission no DA will be given, but the 2.86 multiple of the basic salary the employees will get. However, here the state govt. keeps the business to keep the employees happy with gradually increaing the DA.

Once in the running year CM promised to give salary in central scale also when time comes govt. employees was made happy with only 5 % DA and now more 4 % DA.
