AGARTALA, June 17 (TIWN): RD Dept. joint secretary Aparajita Sarangi has again issued stern warning of letters to Tripura Govt. with various allegations where State Govt’s negligence in MGNREGA implementation has been discovered by Union Rural Development (RD) Ministry. Union RD Ministry after issuing notice on May 13, 2016, asked for the revised and simplified Asset Registers, (maintained by Gram Panchayat level), howvever didn’t get any satisfactory answer from the Tripura Govt. Aparajita Sarangi in this regard has asked the Tripura Govt. to send the real Asset of Gram Panchayats, also reasons behind suppression of its earlier assets which was falsely registered violating the prescribed register policies under MGNREGA. Panchayat level Asset registers need to be filled within April 1, 2016. But scam tainted Principal Secretary GSG Ayyangar, RD Dept. failed to follow central guidelines which forced the Central Govt. to re-send another notice warning to Tripura RD Dept. However, for this time the deadline of create FAR (Fixed Asset register) and uploading warning was again given in June 13, 2016.

FAR (Fixed Asset register) need to be re-sent / uploaded by Tripura Govt. but  MGNREGA Principal Secretary Ayyangar is under heavy trouble as the 3^rd warning letter may directly take him into Jail for abetting in hiding Tripura’s hundreds crores of corruption money.

Another allegation which hit the Finance Dept. in Tripura as many unspent funds remained “Unused” in state, which came for various developmental works. However, in this regard, central letter said, “Retention of such huge cash without utilizing, the same for the purpose it is meant it is not at all desirable and permitted under existing financial provisions. So the state Govt. in finance Dept. has taken a considered decision to access such unutilized cash lying with every DDO in different departments”.  The letter further stated, to “Send analysis of such cash balance as on 01/06/2015”.

Moreover the Finance Dept. was also asked to upload the information in tripurafinance@gmail.com besides sending hard-copies to the Finance Dept.

Another issue has come out in this warning of Central Ministry - where it was found that the Pecharthal RD Block is under question as Unakoti District –ADM, RD Dept. other officials are ordered to recover the fund spent or unspent under the blocks in 2014, but till day Pecharthal Block BDOs failed to give proper response.

In a letter DM Unakoti (In 2014) had ordered the ADM, OC Developmental officer, RD Dept Engineers to “go physically to the block and to check all entries---and indicate what is the amount of Govt.’s loss or whether the surplus cash of Rs. 31.71 lakhs has been accounted for and whether the fake entries of Rs. 16.44 lakhs has been recovered and accounted for.

 “This report should be submitted by the Committee within 10 days”--- it was aksed by DM letter to the ADM team at Unokoti Dist. (This letter was sent in 2014), but seeing no outcome…..the central Ministry has issued letter to the Finance Dept. which is under Bhanulal Saha.

Among the “Unutilized funds” Bishargarh RD Blocks have done record. The total number of Panchayat is 33 there at Bishalgarh RD Block. 

These unspent funds reflect the failure of the government to achieve the set targets as atleast Rs. 20 lakhs have remained unspent in under every Panchayats. Whereas state is continuously imposing pressure upon the central Govt. for fund allocation under MGNREGA, the unspent money in Bishalgarh RD Block has hit the Rural Development.

Union RD Ministry is closely monitoring Tripura’s Manik Sarkar Govt driven MGNRGA huge corruption.  

Deadlines crossed, but Ayyanagar failed to manage REGA tally !  Ayyangar donning the Principal Secretary posts in both Departments : MGNREGA & Finance Dept.
