119 employees of 26 schools (Grant-in-aided) deprived of regular pay scale even after completing 5 yrs of ‘Fixed Pay services’ : Education Ministry under Tapan Chakraborty turns into a corruption den

119 employees of 26 schools (Grant-in-aided) deprived of regular pay scale even after completing 5 yrs of ‘Fixed Pay services’ : Education Ministry under Tapan Chakraborty  turns into a corruption den

AGARTALA, June 16 (TIWN): During the continuous rule of Left Front led by CPI-M and Manik Sarkar the work culture of every department has gone from bad to worse. And Education Minister Tapan Chakraborty himself has been one of the most inefficient ministers in the state cabinet though he enjoys blind blessings of CM Manik due to his unquestionable loyalty towards the Chief Minister. Indeed, Education Ministry has simply turned into a den of wrongdoings even though Tapan Chakraborty and CM Manik always take pride on their false claims of quality education as well as well as rise in literacy rate in the state . TIWN got confirmed information that 119 employees (mostly teachers) in 26 schools under Grant-in-Aided in School Education Department ate yet to get their regular pay scale even after completing five years of service more than 7 to 9 months ago. State Finance Ministry has turned down the proposal and in fact sent back the file to the School Education. " Thus, one can easily guess that simply due to the lapse of School Education Ministry( Grant-in-Aid) 119 employees are being deprived. Among the 26 schools Netaji Subhash Vidyaniketan, Ramkrishna Mission Vidya Mandir, Udaipur Ramesh H S School are included.

The real picture of the Tripura's Education sector can be guessed from the following statistics:

1) 10323 teachers jobs are now pending in the Prime Branch of the  Supreme Court( Tripura High Court terminated these jobs)

2) Unexpected scam in result publication of H S (+2Stage ) of Science Stream by TBSE

3) Huge number of vacancies in different schools resulting in the shortage of teachers

4) Dismal performance of schools existing in  TTAADC areas

5) Failing to introduce School Service Commission to bring transparency in recruitment especially of teachers'

6) Thousands of teachers still remaining untrained

 TRIPURAINFOWAY.com got an exclusive news about School Education Ministry which not only shameful but also inhuman . Deprived 119 employees include teachers, LD Clerks, Group D employees etc. In 1998 after Manik Sarkar assumed the chair of Chief Minister CPI-M Govt through cabinet's resolution made I compulsory for an employee to serve 5 years in Fixed Pay basis. After the completion of five years they are given regular pay scale. This is nothing but a party controlled deprivation .

 For a party which shouts in the name of ' more rights to employees' it is nothing but an intentional deprivation being imposed by the state gov't. Apart from being deprived of huge financial benefits the employees are deprived of'  five yearly increments ' during the tenure of fixed pay service.

Meanwhile the investigating team of TIWN made a drive to find out the truth as to why these 119 employees are still deprived of getting regular pay scale. The outcome is really surprising. It is learnt that this is purely due to the lack of competency of School Education Department led by inefficient minister Tapan Chakraborty. As per the present rule a proposal needs to be sent from the concerning department to the Finance Department requesting to initiate the process of providing regular pay scale to any employee completing five years of fixed pay service. And Finance Department , after careful verification , issues sanction orders for regular pay scale.

 But in the case of these 119 employees the School Education Department made a blunder. A top level official in the Finance Department told this correspondent ," The School Education Department ( Grant-in-Aid section ) made a blunder by sending faulty proposal. As such the Finance Department has turned down the proposal and in fact sent back the file to the School Education. " Thus, one can easily guess that simply due to the lapse of School Education Ministry( Grant-in-Aid) 119 employees are being deprived. Among the 26 schools Netaji  Subhash Vidyaniketan, Ramkrishna Mission Vidya Mandir, Udaipur Ramesh H S School are included.

Finance Dealartment official also told TIWN ," Finance ministry has funds to provide regular pay scale to these 119 employees. But the concerning ministry has to send proposals for the same properly. "

Another official in School Education Department told the real fact saying ," The employees of the Grant-in-Aided section are always lazy in any work. Neither the minister nor the Director finds any interest to look into the matter. As such the employees are doing their jobs quite arbitrary manner. " He said that once the file was turned down by the Finance Department , Grant-in-Aid section should have informed the Secretaries of the Managing Committee( recruiting authority as per  Grant-in-Aid rules )  all the 26 schools to co-ordinate with the department in this regard. But the official said ," Only 5 schools have so far been informed.

Thus, it is clear that these employees may not even get the regular pay scale  even by the end of the year 2016. Once they are not given regular pay scale they can't open their GPF accounts. ( the GPF accounts of Grant-in-Aided schools are maintained by Tripura State Co-operative Bank Ltd. as per state govt's decision). " He further adds that all the 119 employees were appointed in between March 2010 to November 2010. Thus , in some cases it is more than six years of Fixed Pay service. "

A highly placed source in state BJP informed that State BJP will meet the Director of School Education next week on this issue.

Speaking to TIWN  the source said ," The date for the deputation is yet to be finalised as the state President is busy in BJP's National Executive Meeting. Once he returns we will decide. But we are simply shocked to learn about this. Definitely we will put pressure on the Director to end this injustice. "
