AGARTALA, Feb 28 (TIWN): Tripura Human Rights Commission on Sunday organized seminar on Human Rights in respect of prisoners and right to medical and health care at Pragna Bhawan.
During the programme, the dignitaries has discussed about the prisoners and their rights. Besides, it has been mentioned that as the prisoners cannot earn much for their leaving in prison therefore it is the responsibility of the Government to take care of their rights.
Human rights instruments call for prisoners to receive health care at least equivalent to that available for the outside population
It has also been mentioned that the rights to spend a healthy life in the prison like the other human being. Besides, atleast limited medical facilities in the prison must be available in the prison.
However, the State has the responsibility to provide adequate manpower and equipments for effective medical treatment of the prisoners.
Human rights are moral principles or norms, that describe certain standards of human behaviour, and are regularly protected as legal rights in municipal and international law.
The National Human Rights Commission (NHRC) of India is an autonomous public body constituted in the year 1993 under the Protection of Human Rights Ordinance of 28 September 1993.
However, It was given a statutory basis by the Protection of Human Rights Act, 1993 (TPHRA).
It is to be mentioned here that NHRC is the institution of national human rights which is responsible for the protection and promotion of human rights.
However, it is being defined by the Act as rights relating to life, liberty, equality and dignity of the individual guaranteed by the Constitution or embodied in the International Covenants.
During the programme, TCW Chairperson Manika Datta, Secretary of THRC LH Darlong, member of THRC Samiran Das, RP Mina and others were also present.
