Central Vigilance commission alleges embezzlement of Rs 2 crores of funds by former CS S.K. Panda

AGARTALA, Feb 18 (TIWN): Central Vigilance commission brought allegation of Rs 2 crore against former Chief Secretary Dr. S.K.Panda.

Former Tripura Chief Secretary and former Union Textile Secretary(retired as Union Textiles Secretary on December 31st) Dr S K Panda is alleged of misappropriating a heavy amount of Rs 2 crores. However, the sources said that the Central Vigilance commission has already started investigation in to the allegations raised against S K Panda.

Tripura's Chief Secretary Dr.S.K.Panda is appointed as Secretary of Ministry of Textiles in Union government by Modi Govt ands Panda is infamous in Tripura for functioning as pet official of CM Manik Sarkar.

Apart from that Panda utilized services of scamster BDO Bimal Chakraborty to translate his book "1 +1 = 11" into Bengali.

Not only that when he was Chief Secretary, he asked his junior officials to issues Govt Order to utilize Central Govt RMSA funds to purchase his and CM Manik Sarkar's personal books which was published by a tainted published Debananada Dam free of cost (most likely in retrun of benefits from Govt. 

How many copies of Panda's book was sold or how much royalty was earned is still a mystery to common public.

It is to be mentioned here that  as a part of the investigation, Central vigilance commission has already imposed at least 15 serious allegations against former Chief Secretary S K Panda and present Ministry of Textile with a total embezzlement of funds of around 2 crore 12 lakhs.

Reportedly, though the allegations were raised against him in 2015 but so far the Central vigilance commission did not take any action against the accused. However, the commission again decided to take action after a letter a reposted to them regarding the embezzlement of funds.  Later, the former chief secretary was also urged for co-operation during the tenure of investigation.

It is to be mentioned here that among the 15 allegation rose against him also includes,  misappropriation in documents of Bishalgarh scam files and other files related to scam of MGNREGA fund and the sources claimed that it was done with due consent from former Chief Secretary. Moreover, police also found suspicious action and approval of Dr Panda as Chief Secretary in those files, which were later identified as key documents of misappropriation of various public funds, as once said a senior official of State Audit department. 

Apart from starting from selection of 5 IAS officers from 2010-11 batch, renting generator without any consent, embezzlement of funds in the construction of branch office at Udaipur, appointing people from Orissa in the high post in different government sector without any consent and many more allegations are raised against Panda.

 However, time will only spell how much conviction Central vigilance commission can do this accused official.
