AGARTALA, Jan 4 (TIWN): A one day workshop for newly elected members of urban local bodies of Tripura was held at Rabindra Satabarshiki Bhawan on Monday.

The workshop was also followed by the felicitation of the newly elected members of the urban local bodies of Tripura.

As a part of the program the dignitaries also observed one minute silence in memory of the people who died in the natural calamity of earthquake at Manipur.

With the aim to aware the people regarding the functioning of the Municipality, A one day workshop was organised for newly elected members of urban local bodies of Tripura.

The workshop also laid stress on the schemes under development in Tripura including, housing for all, NULM (National Urban Livelihood Mission), smart cities mission, AMRUT, TUEP, TSGHS, and Swaach Bharat Abhiyaan.  

The workshop also discussed on the functioning of the Municipality. The dignitaries remained present in the program said that the Municipalities are public corporations created by the legislature for political purposes, with political powers, to be exercised for purposes related to the public good, in the administration of civil government. Municipalities are instruments of government subject at all times to the control of the legislature with respect to their duration, powers, rights, and property.

It is a basic principle of law of municipal corporations that such corporations possess and can legally exercise only such powers that are expressly granted. Generally, municipalities possess only such powers conferred upon them by the legislature.  It is well settled that municipal corporations have no inherent powers and can exercise only those powers which were expressly granted to them by a statute.

A municipal corporation acts as the agent of the state for the benefit and welfare of the state as a whole. However, when it acts for the peculiar and special advantage of its inhabitants, rather than for the good of the state at large, the city acts in a private or proprietary capacity.

However, all the members of the urban local bodies of Tripura participated in the program and were also felicitated in the program.

Minister Manik Dey, Principal secretary (UD) SK Rakesh, AMC Mayor Prafullajit Sinha along with other dignitaries remained present in the program.
