AGARTALA, Dec 22 (TIWN): Tripura today witnessed ‘Goebbels lies’ and false propaganda led by Chief Minister Manik Sarkar and his most trusted scam tainted IAS official GSG Ayyangar to hide hundreds of crores MGNREGA corruptions in Tripura. On Tuesday CM during his speech at Pragna Bhawan in the presence of the Central team of Union RD Dept said that Tripura is undergoing massive developments in rural sector under the scheme of MGNREGA and no other state could achieve that level of achievement till date. CM also claimed that the R-URBAN Mission (Rural-Urban Mission) which has been launched by the central Govt. in 2015, was many years before envisaged by the Tripura Govt. He also mentioned during the time when APJ Abdul Kalam was the president of India, he himself was inspired a lot from Tripura’s development(?) and planned R-URBAN scheme before even Central Govt thought about it. RD Dept.’s Principal Secretary GSG Ayyangar ordered all DMs of 8 districts to prepare their files soon on the works under RD Dept.

 CM also expressed his gladness over  the performance of Gomati Dist. which recently has achieved 6 awards for MGNREGA, for developmental works.It’s to be mentioned here, with the announcement of Aparajita Saragi’s visit in Tripura, the RD Dept. of Tripura became Pro-active since a month. In systematic corruptions, MGNREGA mandays records were inflated across state so that Tripura bags awards and more Central fund pours in which CPM can loot.

Tuesday’s drama by Chief Minister and his Principal Secretary was enacted to fool central delegation led by Union RD Ministry’s Joint Secretary Aparajita Sarengi as Manik Govt’s sole aim is to bag more MGNREGA funds from Centre, which in turn feeds the CPM Party machinery across State. 

Aparajita Sarengi, Joint Secretary of RD Dept. is presently visiting in the state, as her earlier visit was cancelled due to few emergencies had approached over there.

On Tuesday, Manik Sarkar & Ayyangar was found selling Tripura's achievements (?), fooling with exagrrated data to Joint Secretary of Union Ministry under RD Dept.

However, Manik Govt. with the help of its Principal Secretary has successfully managed the central team in their sides, as during the programme they said that a documentary film will be made on Tripura’s fast development in Rural Deveopment. It’s to be mentioned here the present Principal Secretary of RD Dept. GSG Ayyangar is one of Tripura CM’s close official, whose scams are well-known allover India. It has been not even 1 year that Ayyangar joined as the Principal Secretary of RD Dept., already allegations are coming against him for embezzling central funds. 

With the recent report, 527 villages are under massive corruption with the charge of Principal Secretary CSG Ayyangar. The audit report which had been submitted by RD Dept. related to the Hejamara West Block, was totally disproportionate and imbalanced. The report which was given by Principal Secretary of the financial year 2013-14 has been found with huge embezzlement of money, which has no similarity with the real scenery at all. Moreover, in the report no-submission of photographs was pointed, which clearly detects that anyhow dept. had send the report for the name-sake, whether the fund was consumed by corruption tainted officers.
Most interestingly, just weeks before Aparajita Sarangi’s visit in Tripura, Ayyangar via video conference had informed the DMs of 8 districts to  identify the Gram Panchayats and Village Committees, and different works for site inspection during the field visit on 21st December, 2015. It was also written in the letter to DM, that all the works should have minimum 95% to 97 % output, which will be submitted to the central team.

Internal Audit Report(IAR) of Bishalgarh R D Block revealed massive Rs 17 crore MGNREGA scam. Director Audit , found misappropriation of MGNREGA fund and accordingly BDO Bimal Chakraborty and others were accused. On 19/05/2014 Director, Audit sent the report to the Finance Ministry saying," The irregularities in SL no1,2 and 6 are very serious nature involving Rs 57.04lakhs and it is proposed that responsibilities may be fixed and recovered the miss appropriated amount from the concerned staff."

That on 14th October, 2014 Director  of Audit  L N Rokhum submitted the Internal Audit Report of Rupaichari R D Block and 18 Village Councils directing action against incumbent officials for serious irregularities but on 20th October 2014. Also audit director L.N.Rokhum unearthed the Rs. 50 crore MGNREGA Scam at Bisalgarh.

Addl Secretary to the Govt of Tripura R P Datta vide his letter No.F.6(I)-GA(P&TO)/13 removed Director,Audit L N Rokhum from his post, then demoted, posted him as OSD SIPARD". Again this important post was filled by CM’s aide Sahadeb Das.

On the same day Finance Minister Badal Chowdhury sent the Audit Report to Chief Secretary and Chief Minister's Office(CMO) vide No.F.2632/Min/Fin/2014 giving a special Note saying," An FIR should be lodged against the Govt staff i.e, Programme Officer (BDO) and other implementing officers of Laxmibill Gram Panchayat under Bishalgarh R D Block with in 7 days by the R.D.Deptt for misappropriation of Rs 57.04 lakh of public exchequer Govt fund."

Again the then Chief Secretary S K Panda too wrote back," This is a serious matter . The deptt may be advised to lodge FIR for recovery of that and initiate disciplinary proceedings for recovery of the loss caused to Govt against concern Govt staff."

On 23rd May,2014 Chief Minister reshuffled the Cabinet and Badal Chowdhury has been removed from Finance Ministry and and in his place Bhanu Lal Saha has been given the charge of Finance Ministry. But this too proved boomerang as some top level Melarmath leaders leaked the IAR to media and immediately it became absolutely clear that Manik Sarkar intentionally removed Badal Chowdhury to protect his specially favoured and corrupt officer Bimal Chakraborty.

Even though Court sent Bimal to Jail but Bimal was released after 180 days due to Manik Sarkar's corrupt hand. It is suspected that Chief Minister asked Police not to file charge-sheet within 180 days against Manik's close aide scamster BDO Bimal Chakraborty so that Bimal could walk-out free from Jail.

Due to Tripura’s lameduck opposition in pushing for a CBI investigation, otherwise a CBI raid was needed in Bishalgarh / Rupaichari RD Block Scams as internal state audit found many irregularities, looting of funds during the implementation of Central Schemes like MGNREGA, RMSA, NRHM to many others.

Even High Court is not satisfied about the response of audit report from District Magistrates. “Hyderabad Timer Scandal” tainted Corrupt IAS officer Principal Secretary GSG Ayyangar forced District Magistrates to produce Audit report reply on urgent basis to satisfy High Court and stop CBI investigation by any means to save his ‘Lord Manik’s clean image.

The leak of the secret special audit report on irregularities in Bishalgarh RD block in September last year had exposed a loot of Rs 17 crores in implementation of centrally sponsored schemes, including Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA).As nine of the 14 officers and Govt employees, including prime culprit former Block Development Officer (BDO) of Bishalgarh Bimal Chakraborty bid their time behind bars awaiting trial, the State Government has been rocked by the exposure of a massive scam to the tune of Rs 160 crore in 33 of the state's 58 blocks.

An IAS officer of 1987 batch Manipur-Tripura cadre, Dr. GSS was one of the most favoured and confidant officer of Chief Minister Sarkar during his earlier stint in the state.

Dr. Ayyangar had moved to Delhi on deputation in 2009 as Joint Secretary (operations), NATGRID after successfully conducting the Assembly elections in the state.

Initially Dr. Ayyangar has been offered with the post of Principal Secretary of three departments Agriculture, Rural Development and Animal Resource Development departments replacing Dr. VK Bahuguna who has been transferred as DG SIPARD through a notification issued on March 30, 2015.

Sources in the Secretariat says that Dr. Ayyangar was promised the Chief Secretaries post once the t term of YP Singh is over in January 2017.

HYDERABAD: The government has repatriated the services of GSG Ayyangar, IAS, who is allegedly involved in the timers scandal, which rocked the municipal administration department. 
Ayyangar, who is from Manipur-Tripura cadre is on inter-cadre deputation to the state and presently working as director, personnel and administration, Singareni Collieries Company Limited. 
Ayyangar was in the Municipal Corporation of Hyderabad and was reportedly responsible for purchasing the timers used for street lights at an exhobribitant price compared to market rates.

Timer scandal: Probe nails 4 IAS officers

HYDERABAD: The Vigilance & Enforcement V&E) probe into the timer scandal has nailed four IAS officers — G S G Ayyangar, P Sisodia, Lingaraju Panigrahi and P K Mohanty — and three engineers. 

The probe was initiated after the government ordered an inquiry into the purchase of 7,002 timer devices at an exorbitant price of Rs 8.12 crore by the Municipal Corporation of Hyderabad.

The V&E has in its report, submitted to the government on Monday, recommended booking criminal cases against Ayyangar recently repatriated to his parent Tripura cadre) and Sisodia (currently Nalgonda collector) under the Prevention of Corruption Act. It has left it to the government to initiate suitable action against Panigrahi now commissioner, small savings) and Mohanty (principal secretary to CM). 

Both Ayyangar and Sisodia worked as additional commissioners, Mohanty was the commissioner and special officer of MCH, while Panigrahi was secretary in the municipal administration department when the scam took place (1999- 2002). 

It was found that both Ayyangar and Sisodia favoured three companies — S R Communications, Siri Communications and Krishna Engineering Works — and placed orders worth Rs 8 crore. All the three companies belonged to C V N Rao and his family and only one person laisioned with the MCH. 

Ayyangar had not brought on record the offer of another firm which promised to supply the devices at a cheaper rate. Sisodia, who replaced Ayyangar, also was accused of not considering a proposal of the competitor. He placed orders worth Rs 4 crore. The two officers changed the notings in the file to eliminate the competing firm.

Names of 10 IAS officers disclosed

Hyderabad: The State government on Tuesday disclosed names of ten officers from the Indian Administrative Service (IAS) against whom Anti-Corruption Bureau (ACB) recommended action.

N.V. Ramana of the High Court wanted the government to file an affidavit to the effect that there were no more such cases and adjourned the matter.

On an earlier occasion, the government had disclosed the list of six officers.

The officers whose names were disclosed on Tuesday are as follows: Vinod Kumar G. Agarwal, G. Narendranath, S. Bhale Rao, R.S. Goel, Priyadarshi Dash, B. Narasiah, B. Krupanandam, D. Varaprasad, D.R. Garg, and G.S.G. Ayyangar.

Chief Minister on purpose hired such a nationally known corrupt IAS to head Tripura’s RD Dept as Principal Secretary so that all corruptions can stay hidden and rampant lootings can enrich CPM party funds. Tripura’s massive MGNREGA corruptions from Bisalgarh to Rupaichari, Principal Secretary’s massive looting of crores in Hyderabad street light timer deals, Manik’s close aides like MGNREGA scamster BDO Bimal Chakraborty’s looting of Rs 17 crores MGNREGA funds are not only facts but documented with evidences by State and Central agencies.
