Internal audit unearths multi-crore scam at AGMC and GBP Hospital

AGARTALA, July 22 (TIWN): An alleged scam running into Rs 2.8 crore in Agartala Government Medical College and Agartala GB Pant Hospital has come to light after an internal audit, being unearthed by the Opposition Congress on Wednesday. PCC President and Opposition Leader Sudip Roy Barman on Wednesday unearthing the multi-crore scam alleged that the preliminary internal audit report on the accounts of the Medical Superintendent at AGMC and GBP Hospital has found serious misappropriation of money for the period from April 1, 2010 to November 30, 2014. The audit report also the copy in possession with TIWN, it revealed non preparation of cash analysis and bank reconciliation statement at the end of the month whereas at the end of each month a cash analysis should be prepared in such a way that scheme wise fund left unutilized can be found out easily. But during the scrutiny it was found that cash analysis and bank reconciliation statement was never done on the closing balance at the end of the month.Besides, it also revealed discrepancy between cash book and balance shown in the bank statement. It is not clear to the audit that without preparing of Bank Reconciliation statement how authority satisfies as there is no discrepancy in these records.Expenditure has been shown twice in the cash book for one cheque no. and amount.

However, the audit sought clarification for showing the reason behind the excess expenditure. 

On test check of the bill register and cash book it found that the discrepancies in between the amount shown in the bill register and the amount recorded in the cash book in respect of 23 nos. Bill drawn during the year 2010-11 to 2014-15.

And bill shown in the bill register but not shown in cash book whereas the bank commission / MCC charges debited from bank A/C but entry not made in the cash book.

During the check it was observed that an amount of Rs. 4509820 was transferred from the bank accounts without using any cheques. However, the entry of such disbursement was not found in the cash book.

The internal audit also unearthed that Rs. 7769910 was credited to bank account through 27 nos. Cheque/draft but no entry was found made in the receipts side of the cash book.

During the scrutiny of procurement of dispensing and nursing materials et. In excess of approved rate of Directorate of Health Services, resulting excess payments allowed to suppliers to the tune of Rs. 17.22 lakh, it was revealed that during the period from July 2012 to August 2014 Executive cum Member Secretary, Rogi Kalyan Samity, AGMC and GBP Hospital procured dressing, dispensing and nursing materials, medical X-Ray film etc. From managing director, State Co-Operative Marketing Federation of Tripura Limited at higher rates that the approved rates with procurement of nursing materials.

However, in view of the scam unearthed on Wednesday the opposition congress claimed that on July 30 the congress would move to place a deputation with SDM across the state and would stage a mass protest against the scam rampant in Left ruled Tripura.

The congress alleged that the internal audit had revealed a total of Rs. 2 crore 8 lakhs 99 thousands 9 hundred two was misappropriated at AGMC and GBP Hospital.
