 Left front govt. accuses Sudip for misleading Govt. employees over DA, Bhanu says centre reluctant to release fund

AGARTALA, July 19 (TIWN): Responding to the challenge being thrown by the opposition leader Sudip Roy Barman, Tripura Left front government has recently accused the congress for misleading the government employees over the audit report unearthed by the congress on Friday. Barman referring to the announcement of the 5 per cent Dearness Allowance (DA) accused the Left front government and claimed that it has deflected Rs. 1473.12 crore in the past five years from 2009-10 FY till 2013-14 FY. The Left front government blaming the then Union Finance Minister P. Chidambaram clarified that Tripura Government had demanded Rs. 2, 200 crore additional funds for implementation of the sixth pay commission for the state government employees from him, but he refused to meet the demands. He said that in view of the disparity of the pay structure of the state government employees with that of the central government, there has been long standing demand of the state government employees for equivalent pay structure as recommended by the 6th Central Pay Commission but due to the financial crunch it was unable for the state government to give the similar pay structure.Saha said, “The state had to manage yearly additional liabilities of Rs 1,050 crore from its own resources.”

However, later rubbishing the allegation of Sudip Roy Barman, Bhanulal Saha said that Barman is simply misleading the government employees because the amount sanctioned is not only meant for paying salaries but also for other expenditures. This was a common practice among all Indian states, he added.

Saha said that after getting the 14th finance com-mission’s (FC) recommendations the state government has not found any possibility of pay hike for the state employees, which was long pending demands;

since Planning Commission is replaced with National Institute of Transforming India (NITI) and so far there is no indication for the states to get financial support from it in finalizing annual plan size.

He said that as per the assessment, the state needs around Rs 6500 core in non-plan heads. But 14th FC will provide us only Rs 4815 crore annually for next five years.

However, after due examination of the documents being collected from the AG office by congress it was unearthed that for the last four financial years Tripura Government failed to spend Rs. 1473.12 crore whereas this could have bridge the gap of the pending wages of government employees.

During 2010-11 FY central government had sanctioned Rs. 2303.69 crore amongst which the state government failed to spend Rs. 160.54 crore. Barman unearthed that the gap was 29 per cent whereas Left front government managed to give only 2 per cent DA to its employees in the FY.

During 2011-12 FY amongst the sanctioned fund of Rs. 2189.77 crore Rs. 211.27 remained unspent and the gap increased to 35 per cent after the state government managed to give only 6 per cent allowance during the two phase in the FY.

Amongst Rs. 2379.84 crore being sanctioned by the central government during 2012-13 FY, the difference between the revised estimate and actual rested at Rs. 366.01 crore which remained unspent by the state government. In the FY after 12 per cent allowance was declared the gap increased to 38 per cent from 35 per cent.

During the 2013-14 FY the central government had sanctioned Rs. 2726.14 crore amongst which Rs. 565.01 crore remained unspent where the state government had announced 15 per cent DA increasing the gap to 43 per cent from 38 per cent.
