NE states have financial crisis, Tripura demands 90:10 funding pattern at NITI Aayog meet

AGARTALA, July 17 (TIWN): Chief Ministers of northeast Indian states continue to pressurize the centre for the continuation of 90:10 funding pattern, along with the special category status of the states. Drawing the attention of PM Modi at NITI Aayog meeting convened recently at New Delhi, Tripura CM Manik Sarkar had put forward the immense financial crisis being faced by the NE states because of the recommendations of the 14th Finance Commission and the dissolution of the planning commission. Sarkar demanded, “Special Category status that was granted to them on account of their underdevelopment and lack of resource base, and which was practically withdrawn after the dissolution of planning commission.” A resolution signed by all the NE CMs also demanded that the 90:10 sharing pattern for CSS should not be disturbed for NE states. The CMs, including Sarkar, had requested the PM for a joint meeting to discuss this crucial matter. Sarkar said, “From the recommendation of 14th finance commission and union budget 2015-16 it appears that the special category state status of Northeastern states is going to be discontinued.” Northeastern states are arguing that any change in the sharing pattern will only add to the states' liabilities and overburden industrially backward Northeast India, said Sarkar.Sarkar who also attended the meeting convened on July 15 said in addition that the NE Region had been suffering from the problem of extremism for long and a main reason for that was under development.

In the recently convened second meeting the NITI Aayog being chaired by PM Modi made a presentation on the status of infrastructure projects being undertaken in the region like roads, railways, civil aviation, power, IT connectivity etc.

While recently states have been able to control this problem to some extent, but all this will get nullified if the funds for development schemes dry up, as is happening after the 14th FC had given with one hand-the increase in devolution of taxes from 32 per cent to 42 per cent, said Sarkar.

However later Sarkar urged the PM that it is imperative for the Union Government to review this decision and restore the special category status for the NE states, as stressed equally strongly by the other CMs’ present in the meeting and to arrange fund under NCA, SCA and SPA.
