JICA massive corruption : Tripura's Lame duck RD Ministry brings shame to the State again; Foreign money being siphoned out, Statewide embezzlements

AGARTALA, April 25 (TIWN): After series of corruptions unearthed in almost all the state government departments, a new case of corruption has been unearthed involving foreign money in the state under the lame duck department headed by a lame duck RD Minister Naresh Jamatia under Chief Minister Manik Sarkar's patronage. In a strongly written letter issued by the CEO, JICA to the Chief Executive Engineer, RD, the CEO urged the RD department to rectify the defectively constructed buildings of the forest department within a span of 45 days. Jittered by the bad remarks made by the Third Party Assesse about the poor constructions in the 62 buildings under various districts of the state, the CEO urged the Chief Engineer to immediately take action so that the state’s image is not tarnished again in the national level as the Third Party Assessment was done by a reputed M/S MacDonald Private Limited, Noida, which is doing the assessment of various projects of the central government in various states. Most of the 62 buildings constructed by the RD department throughout the state was observed to use third grade materials as well as not doing the necessary sanitation and other requirements of the buildings.

Though the observation did not say that the department engineers siphoned out the money out of the construction budget, it is well understood to be the case owing to the substandard work in the buildings and leaving some works undone. A chain of beneficiaries of the siphoned money upto the political bosses of CPI(M) is the route of money outlet, claims the sources in the project.

Fixing of low cost and substanrd fittings in the various quarters, faulty  and damp walls, low quality electric wiring, lack of plinth protection works alongside drains, absence of water purification systems in various Project Management Unit Offices and staff quarters were the most disturbing facts which surprised the survey team leading to the annoyance of the JICA Tripura CEO.

It may be mentioned here that Japanese International Cooperation Agency (JICA) is giving money to various states of the country to improve the states infrastructure, power, forest wealth and the state government was offered help in developing its forest wealth and improving the living condition of forest dwellers. The financial help to the state’s forest department depends on the effective implementation of the works. Siphoning out of money from the project works will only lead to a complete halt in the developmental works of the foreign agency.
