Agartala, January 13 (TIWN): Tainted publisher Jnan Bichitra looting public fund with comrade Scientist Dr M L Roy, with endless blessings of Chief Minister Manik Sarkar and his former Chief Secretary Dr. S.K.Panda. Former Chief Secretary Dr. S.K.Panda and Chief Minister Manik Sarkar still shying away from declaring the royalties received from Jnan Bichitra publisher Debananda Dam. Corruption in Tripura reached its peak during the tenure of former Chief Secretary S.K.Panda ( now Union Textiles Secretary) and Chief Minister Manik Sarkar. Union Textiles Secretary S.K.Panda chosen scamster BDO Bimal Chakraborty to translate his book 'one plus one equals to Bengali.

  Former Chief Secretary  and Union Textiles Secretary S.K.Panda will be visiting Tripura from today, so certainly question arises that how much royalty he received or will receive from tainted Jnan Bichitra's Debanada Dam ? And will he distribute some of that royalty to his close aide and his book's translator BDO Bimal Chakraborty,  who is languishing in Bisalgarh Jail  due to involvement in Rs 51 crore MGNREGA scam ?

When entire opposition and media turn eyes on Multi-crore corruption in Bishalgarh block under finance minister Bhanu Lal Saha’s assembly constituency by a comrade officer, tainted publisher of leftist’s choice Jnan Bichitra is desperately trying to manage his business in government department.

Despite having direction from the government to stop patronizing Jnan Bichitra after surfacing his corruption through the books of Chief Minister Manik Sarkar and former Chief Secretary S K Panda in connivance with some bureaucrats and comrades continues his misdeed.

Though Manik Sarkar himself has written the book for the first time in Jnan Bichitra publication, the proprietor of Debananda Dam has been doing business taking advantage of his rapport with Chief Minister Manik Sarkar.

The latest information revealed that Mr Dam and Principal Scientific Officer of Tripura Science and Technology Council Dr Mihir Lal Roy are accused of having looted lakhs of rupees in the name of science communication in the schools.

Dr Roy is one of the think tank of CPI-M party known for his canning activities in the Department and the informer of the party, has become one of the Editorial member of Dam’s monthly journal Jnan Bichitra with the recommendation of CPI-M party.

Dr Roy had also published a few books (!) from Gyan Bichitra.

Both Dr Roy and Mr Dam during fourth left front period launched the venture to do science promotion among the school students through Jnan Bichitra magazine. Dr Roy had managed the then minister of Science and Technology and agreed to buy 2000 copies of the magazine from the public exchequer through the council.

According to the decision, council will buy the magazine and distributed to the schools but in practice duo,  Dr Roy and Mr Dam, mutually agreed that Mr Dam will send the magazine to the schools and only raise the bill and Dr Roy will pay the money.

“Upon investigation after the scam of CM and CS books published by Mr Dam, the education department came to know that Jnan Bichitra is hardly sending magazines to the schools but getting payment every month from the council in connivance with Dr Roy,” said a senior official of school education department.

The officer however, pointed out that Mr Dam and Dr Roy had sometimes overpowered the teachers of the department if somebody contradicts their misdeed, as both are close to Manik Sarkar and regular visitor of CPI-M party office.

According to report, Mr Dam had already received payment of more than Rs 50 lakh in past few years through Dr Roy. He has been given the responsibility of all publications including the science fair brochures and model description book without tender by science and technology council i.e. Dr Roy and others had several time raised the objection but it was overruled.

Mr Dam is also doing business in publication with the government departments alone since left front government led by Manik Sarkar came in power in 1998. He got the job from the departments referring the name of Mr Sarkar and top bosses of the party and in many cases they did not even know it.

The association of Dr Roy with tainted publishers and corrupt comrades of the party have been reported to Manik Sarkar several times but it didn’t work. Both had smartly maintained the relation with Sarkar’s better-half and party’s key persons for personal gain and as a result, the director and secretary of science and technology department could not take any decision without Dr Roy’s view.

Shallow knowledged Dr Roy is always overpowered his senior officers and in some cases the Minister of the Department referring his association with Manik Sarkar. As his blessing some unscrupulous elements got absorbed in the department and ruined the culture of scientific temperament.

Dr Roy’s council has become the patronizer of Jnan Bichitra publication and Shyamal Chakraborty, the elder brother of Bimal Chakraborty, a senior Tripura civil service officer accused of Rs 51 Cr embezzlement in Bishalgarh.

Bimal’s brother and mentor of Dr Roy, Shyamal Chakraborty a Chemistry teacher of Calcutta University have been travelling Tripura at least 6-7 times for his personal work at the funding of Science and Technology council in the name of science popularization.

Comrade Shyamal Chakraborty and another school teacher Shaibal Roy became the only choice of Dr Roy in science popularization program and Jnan Bichitra is always the host of their program.

In fact, science promotion is the looting mechanism of Mihir Lal Roy, Debananda Dam and their extended comrade friends.
