Saradha scam: CBI summons Trinamool MP Mukul Roy; When Tripura's turn ? Scamster BDO Bimal's  godfather CM, former Chief Secretary, corruption tainted Tripura Govt, CPIM party reels under fear of CBI investigation

KOLKATA / AGARTALA, January 12 (TIWN): On Swami Vivekananda's birthday, Trinamul second in command Mukul Roy never thought that CBI dragnet will finally trap him.The Central Bureau of Investigation (CBI) on Monday summoned Trinamool general secretary and former railway minister Mukul Roy for questioning in connection with the multi-crore rupee Saradha scam.Confirming that he has been called for questioning, Roy - presently in Delhi - said he will appear before the CBI once he returns to Kolkata. Once CBI starts investigation on multiple Tripura scams including Chit funds like Saradha, Rose Valley, MGNREGA, RMSA CM & CS book scams, Tripura will certainly witness many arrests of its Ministers, Party leaders in deep necked corruptions. In Rs. 50 crore Bisalgarh MGNREGA Scam, BDO Bimal Chakraborty is cooling in Bisalgarh Jail now, however rest assured his godfather CM will certainly pull him out of 'misery.

Even though Mukul Roy said "Question doesn't arise about any summons but I have been informed by the CBI. I am here (Delhi) for a day or two, and once I go back to Kolkata, definitely I will meet the CBI people," Roy told reporters in Delhi.

"I have never done any illegal or immoral activities. They have called me but I am here. Once I return to Kolkata, I will meet them," added Roy.

However going by CBI sources, next in line to be arrested in Saradha scam is Trinamul Congress's number two leader Mukul Roy. 

BDO Bimal was not only patornized by Chief Minister Manik Sarkar, also by former Chief Secretary Dr. S.K.Panda who specially hired him to translate his book "one plus one equalsto eleven" into Bengali.

Not only that, to benifit Chief Minister's close friend publisher Debananda Dam's Gyam Bichitra publication, CM & former CS instructed officials to use RMSA central funds to buy their books ( which BDO Bimal translated) by issuing a Govt order.

TIWN got some authentic information about Bimal and his habit of stealing money . His first appointment was in MataBari R D Block, where he was posted as Panchayat Extension Officer in 1997. Right from beginning Bimal used to pressurize lower level employees like Panchayat Secretaries to give him money on loan.

But this amount was not returned. One such employee told TIWN today," Even now Biamal has a debt of Rs 5000/- to me. And God will not forgive him. " But once he got transferred to Khowai with promotion Bimal started to show his real image. An official , who was posted in Khowai at that time told TIWN,"

He straightway looted Rs 80,000/- from Govt fund in the name of purchasing books from Agartala Book Fair. Actually an official had immense faith on him and asked Bimal to buy books of Rs 65000/- but after a few days Bimal produced a bill adjustment of Rs 1,35,000/- . At this the official asked Biaml for clarification.

Bimal then named two CPI(M) leaders saying ," I am forced to give Rs 70000/- to two CPI(M) leaders. " But when the official personally investigated the matter he found that those two leaders didn't even know about this incident. From this day I had the idea that Bimal is a shameless thief." From Khowai,

Bimal was transferred to Melaghar R D Block, where he was given the first posting as BDO. And the era of ' looting' began. Under wellguarded protection from Chief Minister Manik Sarkar( being elected from Dhanpur) Bimal became the ultimate boss of local administration." Many still believe that the amount that Bimal looted from Melaghar would easily double the amount that he looted from Bishalgarh .

But as opposition was too weak , none raised a question against him. Even in last Agartala Book Fair a tainted publisher (CM's family friend) got the first prize as Bimal , the then Deputy Director of ICA, instructed the judges to do so. In close interaction, a judge recently said," We did what we were instructed to so by Bimal Chakraborty. Even ICA minister Bhanu Lal Saha wanted the same." 

      Now the questions that will obviously rise from this point is why the so called Chief Minister Manik Sarkar supported such a corrupt official for so long.  

Probably a top level CPI(M) leader gave the correct answers however harsh they seem to be. The leader said," Manik Sarkar made a blue print to take over all supremacy in state administration .
This includes:-
1) Bimal Chakraborty will be promoted to the post of a Principal Secretary and one day he will be taken to Chief Minister Office(CMO)
2) His brother SP Security Kamal Chakraborty will be promoted to the post of IPS rank and gradually he will be given the 'real charge' in police department
3) Bimal's elder brother cum Manik's friend Shyamal Chakraborty will be the first Vice Chancellor of Tripura State University." 
4) Bimal’s other brother DYFI Secretary Amal Chakraborty will be inducted as Minister in State Cabinet so that more massive scams will be produced.
     If all such decisions are to be finalized, Manik Sarkar was left with no other alternative but to stand by a thief.
Now a large section of honest officials in state govt wants the Congress and Trinamul to go full-hearted in the PIL so that High Court hands over the case to CBI to unearth the truth. But many also suspect that there may a be a closed-door deal between top brass in Congress and Manik Sarkar to suppress the truth in exchange of cash and other benefits. But most officials now aware of the bare fact that only CBI can bring out the truth. State govt, as long as Manik Sarkar is in the CM’s post, nothing will be allowed to let the real truth out.
