State Govt lying on Central Pay scale  issue, Employees getting 43 pc less DA ; Looting of Rs 121 crore under SSA as School Education Department reported HRD about 8658 employees as regular in SSA and 657 as HMs

AGARTALA, December 22 (TIWN): " State Govt for its anti-employee policy is leading the state to its economical catastrophe. And the CPI(M) party which came to the lower in 1978 chiefly due to the cooperation and sacrifice of state govt employees, now actually depriving the govt employees and thus making the economy of the state almost crippled," with these words Tripura Govt Employees Federation Secretary General Samar Roy slammed the LF Govt. Samar Roy was addressing a rally at Udaipur on Sunday evening. The rally was held at Jagannath Chowmahani area. Others who attended the rally was Federation's Central committee President Shanti Ranjan Debnath, Federation's Udaipur Divisional Committee General Secretary Dipen Bhowmik . State Employees Federation's Udaipur Divisional Committee President Keshab Lal Dey presided over the programme.

     Speaking on this occasion State Employees Federation's Central Committee President Shanti Ranjan Debnath said," Over the last four years state govt as well the CPI(M)' employees' wings HB Road has been campaigning that state govt failed to give salary to its employees as per the 6th Pay Commission simply because the 13th Finance Commission gave Rs 10500 crore less than what the state govt demanded . But that was totally false. From the 13th Finance Commission state govt got only Rs 2112 crore less that what it demanded. But that too was purely due to the state govt's foolish strategy. State demanded Rs 2200 crore from the 13th Finance Commission to pay the arrears of state govt employees. As the state govt did not give arrears to its employees 13th Finance Commission did not release the money. Finance Commission acts depending on what the concerned staye govt has already paid to its employees not on the basis of what it will give it in future. In that sense 13th Finance Commission did not reduce even a Rs 1/- from state's allocations. "

     State Employees' Federation's Udaipur Divisional Committee Secretary Dipen Bhowmik made a 'days based presentation' showing how the state govt is lying to the state employees. Dipen Bhowmik said that CPI(M) led state govt and its employees' wings are campaigning that state govt produced a demand of Rs 26848.76 crore while state govt actually demanded Rs 22946 crore . Again state showed that its internal earning would be Rs 4484.25 crore. Thus the net demand was (22946-4484.25) Rs 18349.10 core out of which 13th Finance Commission gave Tripura Rs 16349.11 crore.  He showed how much the state employees are suffering now by presenting the flowing statistics:-

 How much an employee is being deprived every month-

1) GROUP D Rs 3433/-

2) GROUP C Rs 12882 /-

3) GROUP B Rs 17901/-

4) GROUP A Rs 53320/-

Deprivation upon teachers under various categories

1) Under Graduate Teacher- Rs 16744/- per month and yearly Rs 231852 /-

2) Graduate Teacher -      Rs 17665/- per month and yearly Rs 248000/-

3) Post  Graduate Teacher  Rs 15635/- per month and yearly Rs 218412/-

Deprivation upon Fixed Pay employees( for the LF Govt self imposed policy of recruitment in fixed pay and compulsory fixed pay service of 5 years) -

1) UGT/LDC/Work Assistant -              Rs 39.75 lakh

3) Graduate Teacher and its equivalent      Rs 52.5 lakh

3) Post Graduate Teacher and its equivalent   Rs 55 lakh.

      During these five years service as fixed pay the employees are being deprived of 5 yearly increment , GPF benefit and others.

      Again Bhowmik blamed that by giving a false report the Union Human Resource Development Ministry( HRD),  state govt and the School Education Department has already looted Rs 121 crore from SSA. He said that in the national level Project Sanction Meeting held in Delhi 11/02/2013 Principal Secretary Banamali Sinha also reported that in Tripura regular employees under Sarva Siksha Abhiyan are 8658, while Fixed pay employees are 5895 nos . Moreover there are additional staff of 2763. Again Banamali Sinha reported that in Tripura 657 teachers from SSA have been appointed as Head Masters. These are totally baseless as state has not yet recruited a single employee under SSA as avregular employee. All the employees under SSA are doing their jobsbasbpurely contractual jobs.  But by showing 657 employees as Hesdmaster state govt has further looted Rs 7crore 55 lakh and 35 thousand in SSA.

       At present state govt employees are getting 43% less from the Central Employees only in DA and as a result of it the deprivation on the state employees every month only for DA are as follows:-

1) PB-I - Rs 3557/-

2)PB-II -Rs 9350/-

3) PB-III- Rs 13687/-

4) PB-IV- Rs 35720/-

      Addressing the rally, State Employees Federation Secretary General Samar Roy said that time has come for the employees to stand in revolt against the state govt like the one held in 1975 against the then Chief Minister Sukhomoy Sengupta. Unless the employees come out of their homes and fight unitedky for their rights , this state givt will again deprive them. He said in the name of Pay Review Committee state govt succeeded in utilizing its evil motive. And the HB Road employees and their leaders are still blindly supporting the state govt and rather protecting the interests of CPI(M). He said that HB ROAD leaders are completely lying with employees like the state govt. On 15th January 2009 HB Road leaders Bishnu Prasad Bhattacharjee and Ashesh Debroy declared in a press meet that due to the revised pay structure of state employees under Pay Review system the salary of the state govt employees will increase from 40-49%. But on 17th January the then Finance Minister told in a press meet that the sakry of the state givt employees will increase 30-40%. These two statements clearly showed that both HB Road and CPI(M) Givt are working hand in hands.
