Centre's MGNREGA fund curtailment in Tripura; Rampant corruption shadows Mr Clean

AGARTALA/NEW DELHI, November 18 (TIWN): " The sun , the moon and the truth can never be hidden," thus said Lord Buddha centuries ago. But how true these words are at the present context of affairs in Tripura! Indeed , over the last 16 years Tripura Chief Minister Manik Sarkar had enjoyed the unquestionable identity and popularity in the name of 'honesty', 'clean image' and ' poorest Chief Minister'. But ever since the discovery of various multi-crore scams in different blocks and govt departments especially in the Rs 50 crore MGNREGA scam in Bishalgarh R D Block, in which Bimal Chakraborty is the main accused , political analysts of the state as well as a major section of the common people have now started to believe that Chief Minister Manik Sarkar's honest(?) image is under serious question mark.In recent days party and Manik have come out strongly against the opposition and media for being 'proactive' in campaigning personal scandal against Manik Sarkar.

And on Monday 'Manik Babu's police'( as people of the state now use the term) came out with their ruthless atrocities against the PCC leaders and common Congress workers including women without provocation when they were protesting against massive corruption and violence women demanding the resignation of Chief Minister.

Over the years MGNREGA fund has been the main ' Fund Source' of affluence of CPI(M) leaders and if one looks at the rapid growth of luxurious Corpirate like party offices and the multi-storeyed buildings of CPI(M)  leaders, the picture becomes as clear as day. But in 2014 Look Sabha poll countrymen have given a clear verdict with the expectation of doing something against unabated corruption. Probably acting on it Narendra Modi led NDA Govt has taken to curtail the sanction of MGNREGA fund in Tripura.

     As expected, purely with in intention to befool the ordinary people of the state, Chief Minister Manik Sarkar is scheduled to go to Delhi to address the rally to be organized by his party in front of the Parliament House as part of sit in demonstration programme on 26th November. By doing so Manik Sarkar will surely attract the national media and a section of such media will remain busy to present his as the ' Honest & Poorest Chief Minister in the country'. 

      Over the years MGNREGA fund has been the main source of enjoying special 'Honeymoon Package' for a large section of CPI(M) leaders and most of corrupt officials like Bimal Chakraborty, who has been patronized by his so called ' Manikda'. In most of the cases CPI(M) leaders including its so called ' Clean CM( if not his party)' have been the major benefieries of these looted fund. And after the discoveries of massive scams in MGNREGA scams in almost all blocks ( as per CAG reports & state Audit Report on Bishalgrah Block ) Centre is left with no other alternative but to curtail the MGNREGA fund. Still Manik Sarkar and his party will be ' Crying For Nothing' in Delhi as at present CPI(M) itself has lost its relevance in national politics. Ever since the implementation of MGNREGA Act 2005 Congress used to play the major role in allocating huge amount of fund under MGNREGA purely due its political weakness as far as mathematical calculations. From a high level official sources in Election Commission of India it is learnt that just before the Assembly Election of Tripura 2013 the then PCC President wrote a letter to the Chief Election Commissioner stating the fact ' all on a sudden there is a scarcity of Rs 1000 currency notes in Tripura' and ECI did not respond to it promptly. Now after the publication of all scams in MGNREGA fund it has become absolutely clear that the huge amount of money was used for ensuring vote bank of CPI(M). Might be Sudip Roy Barman made a mistake not giving the details. Interestingly in almost all audit reports the MGNREGA fund looted in Tripura was allocated for the year 2012-13. What does it indicate?

      Now comes to factual points.  Now the questions that can be asked to Chief Minister Manik Sarkar are :-

1) What CM has done as the Home Minister of the state to arrest all the 11 accused involved in Rs 50 crore MGNREGA scam in Bishalgarh Block?

2) Why did the police fail to arrest Bimal Chakraborty?

3) Was the surrender of Bimal on a holiday a got up or match fixing by CMO and Melarmath?

4) Why has not a special inquiry committee constituted as soon as the IAR got published (on 19/05/2014)?

5) Why was the efficient Minister Badal Chowdhury removed from Finance?

    Now are the details about legal procedures of MGNREGA Act 2005. In its order responding to the Writ Petition (C) NO ,645 of 2007 by Centre for Environment & Food Security(Petitioner) vs Union of India and Orissa ,Supreme Court Justice Swatanter Kumar said :-

1) Under Section 27(2) of the MGNREGA Act Central Govt , may, on receipt of any complaint regrading the issue of improper utilization of funds granted under this Act in respect of any such scheme , if prima facie satisfied that there is a case , cause an investigation into the complaint by any agency designated by it . Thus the Centra Hovernment has full power to refer the matter to CBI for investigation in regard to the complaints received by it.

2) The Central Government is even vested with the power , in such cases. to stop release of the funds to the scheme and institute appropriate remedial measures for its proper implementation .

3) The CBI will conduct free and fair investigation in regard to the implementation of provisions of the Act and the schemes framed thereunder without any impediment

     These three directions are clear indication that the curtailment has been made as per the guidelines of MGNREGA Act 2005 . And on 26th November Manik Sarkar will address massive(?) rally in front of Parliament House . Interestingly he is urging one of the states' most influential official, now in Central Govt , to revive the relation and arrange a meeting with PM on 25th November. If that happens is the ' Sit in Demonstration ' a fabricated and eye wash drama? Again on 17th November Congress organized Civil Disobedience Movement at Agartala. 

      The role of CM is simply contradictory as four days before he criticised Narendra Modis regime as Gujarat CM saying ," Gujarat has been a model state for Communal Violence." Again on 25th November he is trying to arrange a cusrtesy visit with NAMO . Is it not appropriate to call it as ' Double Standard'? In compare to him a less highlighted Chief Minister of Chhattisgarh has done the right thing when major medical snag caused the lives of several women. After getting the news of the deaths of several women in ' Ligation Camp', two doctors, who were alleged to be accused of deriliction of duty, have been arrested by Chhattisgarh police . Again a high level inquiry committee headed by Chief Justice of High Court has been constituted.  Isn't it shameful for a CM of a state to leave the state when the opposition is protesting against corrupt officials and ruling party leaders and demanding your resignation for being silent on these issues?
