OTPC, State Administration gears up for Prime Minister Modi's tentative visit on 1st December : Place for public rally yet to be selected

PALATANA / UDAIPUR,November 12 (TIWN): OTPC top brass, Tripura Police, Gomati District administration is now all set ahead of Prime Minister Narendra Modi's visit to Tripura to inaugurate Commercial Generation from Unit-II of OTPCs 726.6MW Combined Cycle Gas Turbine(CCGT) Thermal Power plant in Palatana. Ahead of Prime Minister's visit Inspector General(Law & Order) Anurag Dhyankar, DM Gomati Sonal Goel , SP Gomati Sankar Debnath, SDM Udaipur Ajit Debnath, SDPO Udaipur Ratan Kumar Das etc visited the plant. OTPC MD S K Dube assisted the officials. Throughout the day officials remained busy in preparation of Narendra Modi's visit. During their visit the officials had a close look on the activities going in OTPC plant site. Moreover they also visited the three helipads constructed during 2013 visit of President of India Pranab Mukherjee.

On Tuesday at around 11.30am in morning the officials visited the OTPC plant site. After one hour stay inside the plant, the officials visited Jamjuri H S School field, Khilpara H S School field, Swimming Pool field of Girls School, Residential quarter place of ONGC in Khilpara. But none of the place has been selected as proposed place for public rally. Speaking to TIWN, SP Gomati Sankar Debnath said," Today what we did was a part of preparatory work. PMs visit to our state will be a historic moment. But till date it is yet to be finalized."

     Meanwhile in OTPC works are now on in 24×7 schedule. Technicians and engineers are asked to complete the ongoing works of the project state  soon . IG (Law & Order) Anurag  said that hopelly we will be able to maitain this pace ,' Workers are working in ,24×7 exercise. Indeed paintings, repairing, colourings, reading of such books will surely . Narendra Modi's visit to Tripura will consist  of  several programmes.

Highest level of secrecy has been called for inside the project area regarding plant activities. Moreover, notice has been posted in each cellof OTPC  for termination of any employess if any news get leaked. Even within a same company workers are not trusted. However, ahead of the PM visit, cleanup, painting is on full swing. PM may even arrive on 30th November but already the match is having towards fatal finish. Out of three helipads,  two are completed. The next one is also on the verge of completion.

Out of the three places,  the site for proposed  OTPC officials quarters has been chosen by the officials for Modi's rally. But a section of officials also want that Jamjuri H S School field would be a suitable place. However, considering the length of the field and open space for vehicals OTPC Officer's Quarters' place will be the best possible option for administration.  First of all it can hold maximum number of crowd. Moreover, it can also have parking places for more than 200 cars.

 Earlier on Nov 7, after getting a SOS from OTPCs Corporate Office,  BHEL has been forced to reschedule its overall process of primary activities and Trial Run of UNIT-II. It is learnt from a highly placed OTPC sources that on Friday (7th Nov), OTPC General Manager Mukul Banerjee informed the BHEL Senior Engineers that the scheduled Trial Run will have to be completed by 24th November. Mukul Banerjee also informed the BHEL technicians that Prime Minister Narendra Modi will be invited to inaugurate the Commercial Generation from the Unit-II of 726.6MW Combined Cycle Gas Turbine(CCGT) Thermal Power plant in Palatana.

From this intimation it is clear that this time also OTPC is doing everything in a haste like it did in the case of Unit-I in 2013. On 21st June 2013 under tremendous pressure from state govt and OTPC ,BHEL had to agree for the inauguration of the Commercial Generation from Unit -I and accordingly President Pranab Mukharjee dedicated the plant to the country declaring it the India's largest and World's first Green Plant. But soon after the inauguration, plant had been put on complete shutdown because Gas Booster Compressor got badly damaged and as a result of it BHEL suffered a huge loss of face. Not only this; even during that time Unit-I was not ready for Commercial Generation. OTPC and state govt made secret blue print and the duting the entire inaugural programme power generation process was continued by means of Six High Powerful Generators, said a top level OTPC officials.

      Earlier on last week of October BHEL sent the schedule for preliminary activities and the compulsory 15 days Trial Run to be conducted from 23th November to 7th December. But after receiving the SOS from its Corporate Office OTPC has verbally instructed the BHEL engineers and technicians to complete the Trial Run much earlier. The question is why state govt is in so much hurry to invite Prime Minister Narendra Modi to Tripura?

It is to be remembered here that Chief Minister Manik Sarkar did not attend the Oath taking ceremony of Prime Minister Narendra Modi. May be at that time CM thought it is better to stay away from BJP govt after continuous CPIM campaign of 'communalism' against BJP during the 2014 Lok Sabha poll campaign. But then situation in Tripura is not very healthy for this so called ' Pragateeshil' govt and its 'Honest and Clean(?)' brand Manik.  Chief Minister needs central fund to run Govt and Party and Modi Govt started curtailing MGNREGA and other central funds. Even CPI(M) state Secretary Bijan Dhar threatened a section of media for publishing news 'defaming this state govt and its Chief Minister. Considering the overall situation and in view of the possible CBI probe to be invited by the HC in the multi-crore MGNREGA scam in Bishalgarh R D Block, Manik Sarkar is learnt to have made it a plan to shift the attention of the people in general from ongoing corruption .

     A highly placed sources in Melarmath told TIWN on Friday night," As part of his plan Chief Minister Manik Sarkar requested OTPC MD Sudhindra Kumar Dubey to take initiative for inaugurating the Commercial Generation from the Unit-II with in November. And after this S K Dube instructed OTPC GM Mukul Banerjee to ask the BHEL to reschedule Trial Run. " Interestingly S K Dube's term as OTPC MD is likely to end in November and he too is willing to be a part of this mega event before the new MD takes charge. As such all on a sudden work is going on emergency basis in OTPC. On 13th November S K Dube will come to Tripura and hold meetings with top level officials of TSECL and a few ministers. After this Dube will also visit OTPC and during this visit the visit of Prime Minister is likely to be officially declared. But already doubts started to grip a section of BHEL technicians as they fear that repeat of 2013 episode cannot be neglected. It is learnt that the scheduled shut down from 09/11/2014 to 15/11/2014 and the another one from 22/12/2014 to 26/11/2014 are now postponed ( earlier scheduled in BHELs Commissioning Programme -Unit#2).
